Introduction

THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER

The City of Oceanside is currently accepting applications for a part-time, 25 hours per week Library Technician position with the Oceanside Public Library. This position will be assigned to Support Services and will provide service at the Civic Center or Mission Branch Libraries, or other locations as needed. Availability to work all Saturdays is required, and availability to work some or all Sundays is valuable.

The ideal candidate should be prepared to:

  • Provide excellent customer service to both patrons and fellow staff
  • Contribute to the Library's interlibrary loan and technical processing work
  • Support their co-workers as a frontline lead when needed
  • Assist in unit and department operations such as maintaining supplies and training new staff

The position will function effectively in a fast-paced, highly fluid working environment, alternating behind the scenes and interacting directly with the public.

Interlibrary Loan/Technical Processing

  • performs specialized clerical work in circulation, ordering, and cataloging
  • participates in the daily operation of the interlibrary loan system, including responding to requests from customers and participating libraries, tracking missing or delayed materials, and supporting other interlibrary loan staff
  • provides assistance in the cataloging process
  • assists in copy cataloging Library materials
  • performs data entry and processing of assigned materials

Checkout/Check in

  • Prepares circulation desk for daily operation
  • staffs the circulation desk
  • greets public
  • provides directional assistance
  • advises patrons on regulations and procedures of the Library
  • registers borrowers and issues Library cards
  • assists patrons with circulation of Library materials including to check out, renew, and check in Library material
  • assists and provides support for circulation personnel and other staff as needed including resolving patron problems related to lost Library materials, holds, missing set parts, renewals, damaged materials, policies, and procedures
  • places stops on patrons' cards
  • enters information on patrons' cards

Support Services

  • maintains supplies for circulation desks and assists with ordering materials
  • contacts patrons regarding mismatched and damaged Library materials
  • assists in training assigned personnel
  • maintains current procedures manual for areas of responsibility
  • prepares reports, correspondence, and other materials
  • shelves materials as necessary
  • serves as line supervisor for public desks in absence of supervisor
  • duties may involve work at branch libraries as assigned

Minimum Qualifications

Knowledge of:

  • Order, classification, catalog, reserve, or inter-library loan policies, methods, and procedures used in public libraries.
  • Business English and arithmetic as it relates to the performance of library clerical tasks.
  • Common professional library terminology as it relates to the performance of library clerical tasks.
  • Organization, principles, methods, materials, and practices found in libraries.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • The role of the Integrated Library System and its practical application for efficient library operations, date organization, and record maintenance.

Ability to:

  • Perform moderately difficult clerical and record keeping tasks.
  • Type at a speed necessary for successful job performance.
  • Operate and use modern office equipment including computers and standard business machines.
  • Deal tactfully and efficiently with the public.
  • Maintain and update accurate records and files.
  • Perform basic arithmetic calculations accurately.
  • Work independently and efficiently to carry out assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective relationships with those contacted in the course of work.

Experience and Training Guidelines

Experience: One year of clerical or public contact experience in a library is highly desirable.

Training: Equivalent to the completion of the twelfth grade.

Bilingual (English/Spanish) ability is desirable.

Working Conditions and Selection Process

Environmental Conditions: Library environment; extensive public contact.

Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting or standing for prolonged periods of time, working in a library setting, and operating office equipment; visual acuity to read small print, computer screens, and printed documents; speaking and hearing to exchange information. Must possess the physical strength and flexibility to bend, squat, reach above shoulder level, kneel, push/pull and lift up to 30 pounds (books, items, equipment, etc.).

Special Conditions: Positions may require working some weekend and evening hours; may be required to adjust work schedule to meet library needs.

Disability and Life Insurances

The STD/LTD/LIFE and AD&D Lincoln Financial premiums are paid for by City.

Short-Term Disability (STD) Insurance:

  • First 90 days - benefits paid at 55% of weekly salary to a maximum weekly benefit of $700 for non-work related disability only
  • Seven day waiting period unless hospitalized
  • All sick leave must be exhausted before STD is used

Long-Term Disability Insurance:

  • After 90 days - benefits paid at 66.7% of monthly salary to a maximum monthly benefit of $6,000 for any disability

Life and AD&D Insurance:

  • 1 times annual base salary; minimum of $30,000 and maximum of $200,000 of Basic Life and AD&D

Sick Leave pay off at separation:

  • Sick leave paid out depends on years of service and whether an employee retires or terminates

Bereavement Leave:

  • Three days for death of employees immediate family member
  • Two additional days may be charged to sick leave upon approval

Certification Pay

The City will provide certification pay up to $1.00 per hour for employees utilizing designated certifications in the performance of their duties.

Bilingual and Notary Pay

Bilingual: $1.73 per hour for eligible employees

Notary: $.58 per hour for eligible employees

Uniforms

The City will provide uniforms for any employee required by the City to wear such uniform in the course of their regular job duties.

Commercial Driver License

The City will reimburse the application cost of Commercial Class A or B Driver License to full-time employees in certain classifications.

Safety Shoes

The City will provide reimbursement up to $200 towards the purchase price of safety shoes to employees who are required to wear such shoes on the job.
