The Department of Corrections is seeking a highly motivated and qualified Licensed Practical Nurse (LPN4) for the Coyote Ridge Corrections Center (CRCC) located outside the Tri Cities in Connell, Washington.

As a response to an increase in fentanyl related deaths in the community, research shows that access to Medication for opioid use disorder (MOUD) treatment prior to release from prison saves lives and likely reduces recidivism. This position will include educating patients about medication for addiction treatment (MAT), assisting patients and team members to include patient care and administrative tasks within nursing scope of practice. This position requires coordination of services with DOC Health Services, Prisons, Reentry and Community Corrections staff. In collaboration with DOC Health Services intake and reentry teams, job duties focus on the Department's Strategic Goal of Continuity of Care Planning for Health Services patients.

This position facilitates nursing components of MOUD and related Addiction Medicine services in prisons to ensure eligible patients receive access to medications and patient centered discharge planning. This position is critical to support incarcerated individuals with maintaining or improving their wellness by bridging healthcare 'community to prison' and 'prison to community', facilitating access to services needed during transition. The MOUD Nurse is part of a multidisciplinary team.

Coyote Ridge Corrections Center has a diverse population seeing different chronic diseases and taking care of those that need long term and palliative care.

Correctional Health is a rewarding career path at DOC, in which health care professionals treat a wide array of cases for patients residing in a state correctional facility. Health Services is responsible for basic primary care for incarcerated individuals. All disciplines within all of the 12 correctional facilities work closely together to reach a common goal, providing the best, most efficient, and cost-effective health care possible. Duties

Duties can include:

Ensure patient MOUD services are provided safely and effectively in the correctional setting, within the scope of practice defined by state law and administrative code.

Tasks include:

  • Assists with education to patients on substance use disorder basics as well as available treatment options, including currently available medication options within DOC system and how to access these treatments
  • Provide education to patients who are starting medications for treatment of opioid use disorder with expected side effects, and follow up with patients at regular intervals during medication induction and maintenance
  • Facilitate lab tests, medical/mental health/SARU pre-release appointments, post-release follow up services needed and confirmation that patient receives medications upon release
  • Education for patients and by extension patient support system about use of Narcan for opioid overdose reversal. Confirm Narcan is included in medication upon release
  • Participates in collaboration with Addiction Medicine Director, leadership team and state-wide MOUD team in ongoing improvement of process of OUD treatment within DOC as well as improvement of the reentry and handoff processes
  • Adhere to all DOC and Department of Health policies and procedures pertaining to medication administration, including controlled substances, procurement of medications, and reporting to the supervisor medication errors or potential sources for mistakes or mishaps
  • Maintain current, complete and confidential patient records in accordance with Health Service Policies and Procedures including guidelines for Medicaid billing.
  • Contributes to assessment of the subjective and objective symptoms of patients medical and emotional conditions during nursing contact; collaborates with team to initiate appropriate intervention according to Health Services policies and procedures, treatment plans, and protocols
  • Effectively communicates verbally, in writing and via computer or other electronic media with offenders, other health care personnel, custody, and other institutional personnel
  • As directed by supervising provider, administer medications, injections and lab tests.
  • Supervise and assign tasks to subordinate staff on the nursing team
  • Advocate for patient health care needs, especially as related to substance use disorders. Model language, patient interactions and other behaviors that reduce misinformation, personal and community stigma and bias against patients with OUD requesting access to MOUD.

Support intake and discharge planning and coordination of information and resources for patients on MOUD in partnership with facility Health Services Team

Tasks include:

  • Assist with development and patient engagement with release plan for patients on MOUD with the MAT Coordinator team, with a focus on comprehensive transition planning for MOUD patients.
  • Contribute to a personalized Substance Use Recovery plan developed and informed by patient priorities, multidisciplinary team meetings and HS Reentry plan.
  • Developing, assessing, and revising individual patient Continuity of Care plans.
  • Provide assistance to obtain necessary medical transition information.

Qualifications

Required Qualifications:

  • Initial and continuous unencumbered licensure in the State of Washington as a Licensed Practical Nurse.

OR

  • An unencumbered Multistate License from a participating Compact Licensure State and completion of the MLS demographic survey.

AND

  • Two years' experience working as a Licensed Practical Nurse.

  • Training by the American Heart Association in Healthcare Provider CPR.

  • Proficient using computer-based programs to schedule, monitor and track patient information, perform data entry and word processing, and communicate via email, as well as other programs that may be needed to complete assigned work.

Preferred Qualifications:

  • Experience working as a Licensed Practical Nurse in an acute care setting or a correctional facility.
  • Experience as a Recovery Center, Detox Center, or public health facility treating drug addiction.
  • Certification as a Correctional Healthcare Professional.

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
