Position Overview

CLF Consultants seeks a Maryland licensed Psychologist for a part-time, on-site engagement supporting the Potomac Center and the Secure Evaluation Therapeutic Treatment (SETT) program in Hagerstown, Maryland. The Potomac Center is an intermediate care facility for individuals with intellectual disabilities; the SETT is a secure forensic program serving adults who are court involved. Both programs support adults who live with intellectual disabilities and, in many cases, co-existing mental disorders.

The Psychologist provides clinical supervision and oversight of three to six Psychology Associates and their caseloads, and oversees the administration, direction, and monitoring of clinical services. The role centers on affective, cognitive, and social development and on competency attainment for the people served. This is a supervisory clinical role in a regulated residential environment, ideal for an experienced psychologist who values a defined part-time footprint and a stable, mission-driven assignment. Local candidates or those within a reliable commute from Maryland, Pennsylvania, West Virginia, or Virginia.

Key Responsibilities

  • Provide clinical supervision and oversight of three to six Psychology Associates and their respective caseloads.
  • Oversee the administration, direction, and monitoring of psychology services across the Potomac Center and SETT populations.
  • Guide affective, cognitive, and social development planning and competency attainment for individuals with intellectual disabilities.
  • Support individuals who may present maladaptive behaviors, including self-injurious, stereotypic, and aggressive or destructive behavior, using evidence-based clinical practice.
  • Deliver services in compliance with Office of Health Care Quality (OHCQ) standards, federal intermediate care facility standards for individuals with intellectual disabilities, and all applicable Maryland and federal law governing Psychologists.
  • Propose a weekly on-site schedule for facility approval and adjust hours as the program requests.
  • Maintain license good standing and disclose any disciplinary or legal proceedings promptly as required by the assignment.

Required Qualifications

  • Active license issued by the Maryland State Board of Examiners of Psychologists, in good standing.
  • Minimum of two years of experience providing psychology services to individuals with intellectual disabilities.
  • Experience supervising psychology associates or comparable clinical staff.
  • Comfort working with court-involved individuals and with co-existing mental disorders and challenging behaviors in a residential setting.
  • Ability to work on-site in Hagerstown, Maryland, approximately 20 hours per week.
  • Three professional references from the past five years who can attest to relevant clinical experience.
  • Clearance of a state and federal criminal background check as a condition of assignment.

Strongly Preferred Qualifications

  • Experience in an intermediate care facility for individuals with intellectual disabilities (ICF/ID) or a secure forensic treatment setting.
  • Familiarity with competency attainment and forensic evaluation processes.
  • Prior experience overseeing clinical services or quality in a regulated behavioral health program.
  • Working knowledge of OHCQ and federal ICF/ID standards.

Compensation and Engagement Details

  • Hourly rate: $68 to $71 per hour (1099 independent contractor), commensurate with experience.
  • Part-time schedule of approximately 20 hours per week with a flexible, candidate-proposed weekly footprint.
  • Two-year engagement aligned with the underlying contract term.
  • CLFC Program Management Office administrative support: credentialing verification, license good-standing tracking, scheduling coordination, and invoicing.
  • On-site role in Hagerstown with no relocation requirement for candidates already within a reasonable commute.
