JOB TITLE:                           LICENSING BOARD CLERK

DEPARTMENT:                   CITY CLERK

EMPLOYMENT TYPE:       FULL-TIME/NON-EXEMPT

UNION/NON-UNION:        SUPERVISORY AND PROFESSIONAL UNION 

 

This position provides clerical support for all functions required of the Licensing Board for issuance of all licenses and permits under its jurisdiction, clerical support in the City Clerk’s Office, and clerical support for the Taxi Commission. The Licensing Board Clerk must have excellent interpersonal skills, be highly organized with the ability to work in a fast-paced environment, maintain a professional and courteous demeanor, and possess strong computer and internet skills, communication and customer skills, as the individual with have constant interaction with the constituents, public officials, and other employees.

RESPONSIBILITIES

  • Provides clerical support for all functions required of the Licensing Board for issuance of all licenses and permits under its jurisdiction.
  • Acts as the Clerk for the Licensing Board and Taxicab Commission and prepares meeting agendas, meeting packets for all members, attends meetings, and prepares and distributes minutes.
  • Obtains knowledge of state statute governing licenses issued by the Licensing Board and the Taxicab Commission.
  • Maintains files and databases of Licensing Board and Taxicab Commission records including the number of allowable licenses.
  • Schedules printing of Legal Notices for Licensing Board hearings.
  • Communicates with the Alcohol Beverages Control Commission (ABCC) and provides all licensees with current ABCC Advisories.
  • Provides the public with copies of any requested applications and public information.
  • Balances Licensing Board reconciliations monthly and submits a Fiscal Year Report for the Mayor’s Office and an Annual Report to the ABCC.
  • Prepares annual and seasonal renewal packets for licensees and meets deadlines for all license renewals.
  • Issues all annual, seasonal, and one day licenses after receiving completed applications.
  • Responsible for all signoffs on Special Event Permits for the Licensing Board.
  • Maintains files for all correspondence between the Licensing Board and the Massachusetts State Lottery Commission.
  • Issues Raffle Permits and maintains files and databases of raffle records.
  • Provides general clerical support including answering telephones, preparing outgoing mail, sorting incoming mail, filing, greeting and assisting the public, answering questions in person, via telephone, and through written request.
  • Assists in all areas of the City Clerk’s Office such as issuing vital records, registering vital records, processing dog licenses, posting all Board, Commission, Committee, and City Council agendas, and genealogy requests.
  • Assists in preparation of forms and materials for absentee voters for the Registrar of Voters Office.
  • Serves as a Notary Public – Commonwealth of Massachusetts and assists in administering oaths.
  • Performs all other duties as assigned by the City Clerk, Assistant City Clerk, and Chairman of the Licensing Board or Taxicab Commission.

 

QUALIFICATIONS

  • High school diploma or equivalent
  • Three (3) - Five (5) years' experience in a fast-paced office environment, experience in municipal government preferred.
  • Able to communicate effectively both verbally and in writing, to establish positive public relations for the municipality and department, and to interact effectively with a wide variety of people.
  • Ability to work independently and in cooperation with other employees; possess a willingness to learn and to problem-solve.
  • Strong computer and internet skills, including Microsoft Office suite (Excel, Word, etc.); ability to learn new software applications that may be unique to the position and Office of the City Clerk.

 

WORKING CONDITIONS

This is an office-based job in a dynamic municipal building.  While performing the duties of the Licensing Board Clerk, the incumbent is required to: interact and communicate frequently with the public, government officials, other staff members and boards, and/or third parties transacting business with the City. Typically, the Licensing Board meets during regular work hours. Periodically, however, the incumbent may be required to work outside normal working hours to accommodate changes to Licensing Board meeting schedule. 

 

PHYSICAL REQUIREMENTS

Operates standard office equipment including computers and keyboards, at efficient speed; and move throughout the municipal building which may include flights of stairs. Lifts/moves objects weighing up to 10-20 pounds.

 

HOURS

Monday – Friday, 35 hours per week: 8:30AM – 4:00PM


SALARY RANGE: 

Starting rate is $25.10 an hour

Annual increases up to $35.78 an hour
