Lieutenant

The Lieutenant will manage daily operations for police and security officers, supervising sergeants and officers, directing patrols, handling investigations, ensuring policy compliance, training staff, and serving as a liaison with the community, all while enforcing laws and college regulations for a safe campus environment. Key duties involve overseeing daily shifts, reviewing reports, managing personnel (evaluations, counseling, discipline), developing procedures, and acting as command in the Director and AD/Chief's absence.

Key Responsibilities:

1. Supervision & Management: Directs, schedules, and evaluates sergeants and officers, ensuring effective work allocation, training, and adherence to policy. Includes "Special Duty" and contract police/security officers. Trouble shoots problems and implement solutions.

2. Operations Oversight: Manages daily field operations, traffic control, and emergency responses, coordinating activities with other agencies.

3. Investigations: Oversees incident investigations, reviews reports, and ensures proper procedures are followed. Coordinates and assists the Detective Sergeant with investigations. Providing supervision and or assistance as necessary to staff officers in the investigation of criminal complaints and preparation of cases for civil authorities and/or campus judicial proceedings.

4. Policy & Procedure: Assists in developing, implementing, and enforcing departmental policies and college rules.

5. Community Relations: Builds positive relationships with students, faculty, staff, and the public.

6. Training & Development: Coordinates training for staff and stays current on new law enforcement trends and laws. Guiding and mentoring patrol and Detective Sergeant. Oversees Use-of-Force training programs (i.e. Defensive Tactics, OC Spray, Firearms).

7. Command & Leadership: Assumes command of the department when the Director and AD/Chief are absent.

8. Specialized Programs: Organizes and manages specific programs, such as crime prevention, community education, or campus safety initiatives.

9. Patrol campus and surrounding areas with attention to:

a. Conditions dangerous to persons

b. Fire or conditions with potential for fire

c. Security of buildings and rooms not currently in use

d. Enforcement of federal, state and local laws

e. Enforcement of City of Easton Peace Ordinances and College regulations

10. Responds to emergency calls and takes appropriate action. Cooperates with Student Life, Health/Counseling Center in handling emergency medical/mental health calls.

11. Investigates crimes, accidents and other incidents.

12. Conducts internal investigations.

13. Prepares information as directed for possible timely warnings and/or media releases by Communications/Marketing.

14. Handles personnel issues and provides counseling.

15. Overseeing PA UCR coding and data entry.

16. Oversees J-NET Program.

17. Perform other duties as directed by the Assistant Director and Chief of Police and/or Director of Public Safety

Qualifications:

• At least 10 years' experience in law enforcement/public safety is required, including at least five years in an administrative and/or supervisory position
• Must be a graduate of a law enforcement academy (POST certified or equivalent). Additional experience in a residential college/university setting or in community policing is preferred.
• Must be eligible for Pennsylvania commission (PA residency required).
• Must possess a valid Pennsylvania driver's license
• Must be able to successfully qualify semi-annually in the use of firearms both handgun and designated shoulder-fire weapons and must carry an issued department handgun while on duty.
• Required to pass a thorough physical and psychological examination to be administered by the Appointing Authority.
• Extensive, current knowledge of law enforcement; safety and security; college operations; and policies and procedures.
• Substantial knowledge of crime prevention, investigations, training, patrol, parking/transportation and traffic control and emergency medical services.
• An understanding of the goals of a residential, liberal arts college and commitment to student development
• Demonstrated skill in planning and policy development
• Strong oral and written communication skills
• The ability to interact effectively with diverse groups and individuals at all levels of the organization, as well as with outside agencies
• Excellent independent judgment; decision-making skills; a high degree of motivation and initiative are essential
