Job Summary:

GENERAL DESCRIPTION

 

The Lieutenant is responsible for performing advanced law enforcement duties to preserve public peace and safety. This role oversees the prevention, detection, and investigation of criminal activity; the apprehension of offenders; and the provision of assistance during emergencies while ensuring the protection of civil rights. The Lieutenant ensures adherence to tribal, federal, state, county, and municipal laws, as well as departmental policies, procedures, and regulations. This position reports directly to the Deputy Director and is responsible for carrying out directives and operational priorities as assigned.

Job Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Enforce tribal, federal, state, county, and municipal laws, ordinances, rules, and regulations within the Cherokee Nation jurisdiction.
• Respond to and document calls for service, addressing criminal, civil, and wildlife-related violations.
• Perform a full range of law enforcement operations, including crime prevention, criminal investigation, offender apprehension, and emergency response.
• Conduct short- and long-term investigations using established investigative techniques to support prosecution and trial preparation.
• Develop and manage informants, evaluate crime trends, and recommend prevention strategies.
• Assume command of crime scenes, ensuring proper scene security, evidence handling, reconstruction, and investigative integrity.
• Provide law enforcement services such as serving civil and criminal processes, transporting prisoners, maintaining custody, courtroom security, and enforcing court orders.
• Maintain awareness of search and seizure laws, use-of-force standards, constitutional protections, and applicable judicial procedures.
• Assist the Deputy Director with planning, implementing, and monitoring comprehensive law enforcement operations and strategic initiatives.
• Act as Officer in Charge in the absence of the Deputy Director, ensuring continuity of operations.
• Supervise field officers, assign shift duties, direct schedules, and implement operational changes to enhance community safety.
• Provide guidance to Deputy Marshals on developing probable cause, case documentation, and court preparation.
• Develop and oversee training plans for field officers and support individual professional development goals.
• Participate in community outreach, crime prevention programs, public safety education, and interagency partnerships.
• Maintain operational readiness by adhering to Cherokee Nation Marshal Service policies, procedures, and jurisdictional regulations.
• Maintain knowledge of Cherokee Nation patrol areas and jurisdictional boundaries.
• Ensure the proper operation and maintenance of equipment through routine checks, troubleshooting, and coordination of repairs.
• Maintain professional knowledge by reviewing relevant laws, attending training, and participating in workshops or continuing education.
• Prepare accurate incident reports, investigative summaries, and administrative documentation as required.
• Collaborate with tribal, local, state, and federal agencies during joint investigations, emergency response, or task force operations.
• Participate in performance evaluations, provide constructive feedback, and support personnel management processes.

• Assist with operational planning for patrol strategies, resource allocation, and special assignments.
• Identify safety and risk concerns and recommend corrective actions to support officer and community safety.
• Provide input on equipment, training, and staffing needs to support budget planning and resource management.
• Review and recommend updates to departmental policies, procedures, and standard operating guidelines.
• Perform other duties, tasks, and responsibilities consistent with the position of Lieutenant as assigned.


LEVEL OF RESPONSIBILITY
• Provides direct supervision, guidance, and performance oversight to Deputy Marshals.
• Establish work procedures, set operational priorities, assign duties, and resolve obstacles that impact field operations and service delivery.
• Oversees shift operations, allocates resources, and ensures adequate staffing and coverage for all assigned areas.

Qualifications:

QUALIFICATIONS
• Associate’s degree or equivalent combination of education and experience.
• Six (6) years of experience in a related field.
• Must live within Tribal Jurisdictional Service Area.

PHYSICAL REQUIREMENTS
• While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
• Must meet and maintain medical suitability.


CERTIFICATES, LICENSES, REGISTRATIONS
• Must possess a valid driver’s license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting.
• Must maintain Special Law Enforcement Certification (SLEC) throughout employment.
• Must meet and maintain eligibility for Bureau of Indian Affairs (BIA) deputation.
• Must possess and maintain Advanced CLEET, First Aid, CPR and Special Law Enforcement Certification (SLEC) throughout employment.
• Must complete mid-level supervision school within one (1) year of employment.
• Must pass the Minnesota Multiphasic Personality Inventory (MMPI).


OTHER REQUIREMENTS
• The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIIE).
• Must maintain no restrictions from testifying in any federal, tribal, and state court while employed with Cherokee Nation Marshal Service (CNMS).
• Must pass firearms qualifications semi-annually.
