DESCRIPTION

The County of Yolo is recruiting to fill one (1) regular, full-time positions in the class of Lieutenant at the Yolo County Sheriffs Office.

COMPENSATION

The County of Yolo offers the following incentive benefits:

Educational Incentive- Employees shall receive a two and one-half percent (2.5%) increment above base pay for a two-year college degree from an accredited college or university OR five percent (5%)increment above base pay for a four-year college degree from an accredited college or university

POST Incentive- Employees shall receive a two and one-half percent (2.5%) increment above base pay for a POST intermediate certificate OR seven and one-half percent (7.5%) increment above base pay for a POST advanced certificate.

THE POSITION

Under general direction, plans, directs, and supervises the personnel and activities of a major functional operation in the Sheriffs Department's Office.

Positions allocated to this classification are distinguished from the Captain classification by the overall responsibilities for the supervision of a major functional operation while the latter manages a major division in the Sheriffs Office.

ESSENTIAL FUNCTIONS

  • Plans, assigns, and supervises the work program and personnel in a major functional operation of the Sheriffs Office.
  • Directs and supervises the investigation of felonies and misdemeanors; participates in crime enforcement activities; and enforces policies, rules, and regulations related to the Sheriff's Office.
  • Consults with the Sheriff and other key Department employees in the formulation of goals and policies; and assists with the development and implementation of management systems, procedures, and standards for program evaluation and/or service delivery.
  • Prepares and reviews administrative reports and correspondence; and supervises the maintenance of records.
  • Establishes and schedules assignments; supervises, evaluates, guides, and coordinates the training of subordinate personnel; works with employees to correct deficiencies; and implements discipline and termination procedures.
  • Takes immediate charge of activities in a major emergency or in the event of an unusually complex problem or complaints.
  • Coordinates training and specific job assignments with the activities of other departmental operations or divisions and other law enforcement agencies.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of education and experience that demonstrates the required knowledge, skills, and abilities will be considered qualifying, provided it includes at least two (2) years of experience equivalent to the Yolo County Sergeant classification in a California POST-certified law enforcement agency.

A typical way to obtain the knowledge, skills, and abilities would be:

Equivalent to the completion of the twelfth grade supplemented by two years of college level course work from an accredited college or university in criminal justice, criminology, police science, public or business administration, or a related field; AND

Four (4) years of increasingly responsible law enforcement experience, of which two (2) years must be supervisory experience equivalent to the Yolo County Sergeant class at a California Peace Officer Standards and Training (POST) certified law enforcement agency.

Certificates: Possession of the California POST Supervisory Certificate. The California POST Management Course must be completed within one (1) year of employment or appointment to the Lieutenant class. Failure to complete the California POST Management Certificate within noted duration may be cause for termination or separation from this classification.

License: Positions in this classification require incumbents to possess and maintain a valid California drivers license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Knowledge of:

  • Principles, methods, and techniques of law enforcement, police science, administration, and organization including goal setting, program development, implementation, evaluation, and project management
  • Criminal laws and criminal processes including the law of arrest, search and seizure, rules of evidence, and laws governing jail procedures
  • Principles and practices of supervision, training, and leadership
  • Modern police identification and recordkeeping methods
  • Proper and effective methods in deploying law enforcement personnel and the proper manner of dealing with personnel problems
  • Principles of business writing and report preparation

Ability to:

  • Plan, assign, and supervise subordinate personnel in all pertinent phases of law enforcement procedures
  • Analyze and interpret situations and criminal evidence to adopt effective courses of action
  • Make independent decisions in the absence of higher authorities
  • Prepare clear, concise, and comprehensive written and oral reports
  • Establish and maintain cooperative working relationships with employees, government officials, and the general public

ENVIRONMENTAL & FUNCTIONAL FACTORS

Incumbents in this class perform work in an office setting and out in the field. The incumbents are required to communicate verbally with the public, government officials, and other stakeholders in person and on the phone, and responds to stressful situations in a calm, professional manner. The incumbents travel independently to various meeting sites throughout the County and work irregular hours, off-shifts (nights and weekends), and holidays.

MEDICAL CLASS

This class includes the heavy physical requirements of Medical Class III with the added requirement of the incumbents being exposed to unexpected sudden physical or emotional requirements where they may have to physically defend themselves or physically control recalcitrant individuals. Members of this class are required to carry weapons. Additionally, the positions require manual dexterity, visual acuity, color and depth perception, good hearing, and eye-hand coordination to use a variety of office equipment, transcribe observations, prepare reports, read documents, and operate a motor vehicle, weapons, and devices.
