Partners For Quality Inc. is a private, non-profit social services organization based in Robinson Township with a satellite office in the East Hills area. We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.

Responsibilities:

GENERAL RESPONSIBILITIES

Responsible for the development, implementation, expansion, and ongoing oversight of Life Sharing programs for Milestone Centers, Inc and Medically Complex Conditions Life Sharing programs for Citizen Care, Inc. The role facilitates the programmatic bridge between Milestone and Citizen Care, by ensuring consistent standards, staff competency, provider support, referral growth, and ensuring regulatory compliance across traditional and biological Life Sharing models, including licensed and unlicensed homes, while respecting the distinct missions and operating models of each entity.

 

POSITION SPECIFIC RESPONSIBILITIES

 

Program Development & Strategic Expansion

· Design, develop, and expand Life Sharing services across both agencies

· Establish standardized Life Sharing frameworks, protocols, and tools

· Partner with executive leadership on referrals, placement readiness, and capacity planning

· Support cross-agency coordination and appropriate case transitions

 

Training, Coaching & Leadership Development

· Design and implement cross-agency Life Sharing training programs

· Facilitate staff development, mentorship, and train-the-trainer models

· Provide coaching and corrective guidance to staff

 

Quality Assurance & Compliance

· Thorough understanding and monitoring compliance of ODP, HIPAA, and all agency accreditations and policies and procedures

· Review incidents and trends to support continuous quality improvement

· Serve as escalation point for complex risk or provider matters

Qualifications:

QUALIFICATIONS

1. Bachelor’s degree from accredited college or university

2. 10 years of experience in Pennsylvania Life Sharing, including licensed, unlicensed, and biological family Life Sharing programs

3. 5 years of supervision experience for independent contractors and employees

4. Demonstrated leadership, training, and compliance oversight experience

5. Knowledge of Pennsylvania ODP regulations

6. Valid PA, Ohio, WV Driver’s License

7. Act 33, 34 and FBI Clearances, as needed

Based in Pittsburgh’s South Side, we provide Intensive Behavioral Health Services, Service Coordination, Student Assistance, Parent-Child Interaction Therapy, and Family Based Mental Health programs. ACI has earned certification from the Council On Accreditation.

Citizen Care Inc. provides residential, day program, habilitation, supported employment opportunities and behavioral support services to adults with intellectual and developmental disabilities. We are a non-profit organization, accredited by the Council on Quality & Leadership. Citizen Care has locations throughout the West Hills and South Hills of Allegheny County.

Exceptional Adventures has more than 40 years of experience providing vacation opportunities, social events and monthly dances for individuals with intellectual and developmental disabilities. Our recreational and travel programs are designed to support guests in a wide variety of activities. Organized trips include motor coach, flight, train and cruise packages which are offered year-round.

Milestone Centers supports individuals with behavioral health challenges and intellectual & developmental disabilities in communities throughout Western Pennsylvania. Our Agency oversees 20 residential settings, two outpatient offices, three adult training facilities, a prevocational enterprise program, a consumer drop-in center, habilitation services, and two Health Care Quality Units in Butler and Warren, which train professionals in 18 counties. Milestone Centers has earned certification from the Sanctuary Institute for providing trauma-informed care.

The Partners For Quality Foundation conducts fundraising for all organizational services and supports.  Partners For Quality Inc. receives operating funds through various sources, private gifts, grants and special events helping the agency go “above and beyond” basic needs. The Foundation’s goal is to build and strengthen PFQ’s support resources to supplement government dollars.
