    "Lead the Work That Keeps Honolulu's Liquor Industry Safe and Compliant"

    The Honolulu Liquor Commission (LIQ) has five (5) vacancies for Liquor Control Investigator III in Honolulu. The position supervises and participates in inspections and investigations involving the enforcement of liquor laws, rules, and regulations. The position also conducts investigations related to the issuance, transfer, and renewal of liquor licenses and permits.

    What You Will Do:

    • Investigate liquor license applications, transfers, and related ownership or business changes.
    • Review license applications, blueprints, floor and building plans, tax maps, financial statements, and other required documents to verify applicant information and ensure compliance with applicable laws and rules.
    • Conduct interviews, inspections, and surveillance and evaluate findings related to liquor licensing and violations.
    • Prepare investigative reports and present findings at Commission meetings and public hearings.
    • Supervise and participate in enforcement investigations involving violations of liquor laws, rules, and regulations.
    • Perform other duties as assigned.

    Minimum Qualification Requirements

    At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

    EDUCATION REQUIREMENT:

    Equivalent to graduation from high school. Responsible work experience demonstrating the ability to perform the essential functions of the job may be substituted for education.

    EXPERIENCE REQUIREMENT:

    Four (4) years of inspectional or investigative work experience relating to the enforcement of laws, ordinances and/or rules and regulations, two (2) of which shall have been in a liquor law enforcement program.

    Must be able to:

    • Apply laws, rules and regulations governing the manufacture, importation and sale of liquors in the City and County of Honolulu.

    • Understand principles and techniques of inspection and investigation applicable to the work involved, standard methods used by business establishments for keeping records, rules of legal evidence and laws of arrest.

    • Understand court procedures, functions and jurisdiction of other enforcement agencies.

    • Interpret and explain laws, rules and regulations; meet and deal effectively with a wide variety of people and elicit necessary information.

    • Gather, verify, and evaluate facts and evidence.

    • Prepare clear and concise reports.

    • Assign, supervise and review the work of others.

    Possession of the required amount of experience will NOT in and of itself be accepted as proof of qualification for the position. The overall experience must be of sufficient scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position.

    Substitution: An associates degree or a bachelors degree from an accredited college or university with a major in Criminal Justice (or closely-related major field) will substitute for two (2) years of inspectional or investigative work experience relating to the enforcement of laws, ordinances, and/or rules and regulations. There is no substitution for work experience in a liquor law enforcement program.

    LICENSE REQUIREMENT:

    Possession of a valid appropriate drivers license (automobile/Type 3), prior to appointment.

    Licensing Section vacancy: Possession of an FBI CJIS Level 2 Security Awareness Certification or FBI CJIS equivalent certificate, prior to completion of probation.

    MEDICAL EVALUATION:

    Candidates selected for this position must successfully complete a pre-employment medical evaluation and drug test administered by the Citys Health Services. Employment is contingent upon meeting the established medical and testing requirements.

    Due to the nature of the position, selectees are required to be fingerprinted as part of the employment suitability review. Criminal history record information from the Federal Bureau of Investigation and the Hawaii Criminal Justice Data Center will be reviewed.

    • Example: Twelve months of experience at 60 hours/week will be credited as one year of experience, NOT one and a half years.

    MOTOR VEHICLE LICENSE & DRIVING RECORD: The position of Liquor Control Investigator III requires the incumbent to operate a motor vehicle in order to drive to and from inspection sites. All applicants must possess and maintain a valid motor vehicle operators license and satisfactory driving history.

    I understand that at time of selection interview, I will be required to submit evidence of a valid motor vehicle license and a certified copy of my driving record from each state that I resided in during the last five (5) years.
