Description

The Property Lister is responsible for the identification, inspection, measurement, and data collection of real property for ad valorem tax purposes.

This position plays a critical role in supporting the fair and equitable assessment of property values in accordance with South Carolina tax laws and county regulations.

This position will report directly to the Deputy Assessor.

Examples of Duties

Conduct on-site inspections of residential, agricultural, and commercial properties to verify property characteristics and improvements.

Accurately measure and photograph structures as well as record dimensions using approved field methods.

Collect and update data related to land use, building type, construction quality, age, condition, and other relevant property attributes.

Utilize Computer-Assisted Mass Appraisal (CAMA) and GIS systems to enter and review property data.

Read and interpret deeds, plats, surveys, and building permits to verify property boundaries and changes.

Interact with property owners professionally to obtain accurate information and explain the purpose of assessments.

Maintain detailed records of field work, photographs, and property sketches.

Assist appraisal staff in preparing documentation for appeals or hearings as needed.

Perform other related duties as assigned by the County Assessor or supervisory staff.

Typical Qualifications

High school diploma or GED required; Associate's degree or coursework in real estate, geography, construction, or public administration preferred.

One (1) year of related experience in property data collection, construction, surveying, or appraisal is preferred.

Valid South Carolina driver's license and reliable transportation.

Knowledge of property assessment principles, building terminology, and basic mapping skills.
