POSITION SUMMARY

The Logistics & Facilities Manager is responsible for overseeing the procurement, inventory management, storage, distribution, transportation, and facility support functions across Aria Community Health Center's clinics and administrative locations. This position ensures the timely availability of medical, dental, pharmaceutical, laboratory, and office supplies while maintaining safe, efficient, and compliant facilities that support high quality patient care and organizational operations.

The Logistics & Facilities Manger supervises drivers and facility staff, manages vendor relationships, coordinates inter clinic supply distribution, supports emergency preparedness initiatives, and promotes efficient supply chain and facility operations. The position ensures compliance with HRSA requirements, OSHA standards, California regulations, accreditation standards, and organizational policies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supply Chain and Inventory Management

• Oversee inventory management processes for all non clinical supplies and administrative locations.
• Ensure continuous availability of supplies.
• Develop and implement inventory controls to minimize shortages, waste, expiration, and excess inventory.
• Ensure that regular cycle counts and physical inventory audits are completed.
• Monitor inventory utilization trends and recommend optimal stock levels.
• Coordinate transfers of supplies and equipment between clinic sites.
• Maintain accurate inventory records and ensure inventory system integrity.
• Implement process improvements to increase inventory accuracy and operational efficiency.

Procurement and Vendor Management

• Supervise purchasing activities and maintain procurement procedures.
• Obtain vendor quotations and evaluate pricing, quality, delivery performance, and service levels.
• Establish and maintain positive relationships with suppliers, service providers, and contractors.
• Monitor vendor performance and ensure contract compliance.
• Collaborate with Finance and Accounts Payable to resolve purchasing and invoice discrepancies.
• Identify and implement opportunities for cost savings and operational improvements.
• Negotiate pricing, service agreements, and purchasing terms when appropriate.
• Ensure procurement activities comply with organizational policies and funding requirements.

Warehouse and Distribution Operations

• Oversee receiving, inspection, storage, and distribution of supplies and equipment.
• Ensure proper handling and storage of medical supplies in accordance with manufacturer recommendations, safety standards, and regulatory requirements.
• Maintain organized, secure, and efficient storage facilities.
• Monitor and maintain inventory management systems and records.
• Coordinate distribution schedules to ensure timely delivery of supplies across all locations.
• Ensure proper documentation of receipts, transfers, and inventory transactions.
• Coordinate vehicle maintenance, registrations, fuel programs, and inspections.

Facilities and Site Operations Support

• Coordinate facility maintenance, repair requests, and operational support activities for all clinic and administrative locations.
• Serve as the primary liaison with facility vendors, contractors, landlords, and service providers.
• Ensure that facility inspections to identify maintenance, safety, security, and operational concerns are completed.
• Assist with clinic openings, expansions, relocations, renovations, and construction related projects.
• Coordinate office moves, furniture installation, space planning, and workplace setup activities.
• Support preventative maintenance schedules for building systems, equipment, and infrastructure.
• Maintain facility asset records, warranties, service agreements, and maintenance documentation.
• Ensure compliance with ADA accessibility requirements, fire and life safety standards, and environmental health regulations.
• Recommend and implement facility improvements that enhance patient experience, employee safety, and operational efficiency.
• Coordinate facility readiness efforts for emergency preparedness and disaster response activities.

Staff Leadership and Development

• Supervise, train, schedule, and evaluate logistics and inventory personnel.
• Establish performance expectations and monitor productivity.
• Promote teamwork, accountability, customer service, and continuous improvement.
• Provide coaching, mentoring, and professional development opportunities for staff.
• Foster a culture of safety, compliance, and service excellence.
• Address employee concerns and support performance management activities in accordance with organizational policies.

Regulatory Compliance and Safety

• Ensure compliance with HRSA requirements, OSHA standards, infection prevention protocols, and applicable state and federal regulations.
• Maintain documentation required for audits, accreditation reviews, and regulatory inspections.
• Participate in organizational emergency preparedness and disaster response planning.
• Ensure safe workplace practices and compliance with workplace safety policies.
• Monitor storage conditions and safety procedures related to medical supplies and equipment.
• Support risk management initiatives and corrective action plans as necessary.

Equipment and Asset Management

• Coordinate delivery, installation, relocation, and tracking of equipment and furnishings.
• Maintain equipment inventory and asset records.
• Assist departments with equipment replacement and acquisition planning.
• Coordinate preventative maintenance and service schedules as applicable.
• Monitor equipment utilization and recommend replacement or lifecycle planning strategies.
• Ensure proper documentation of assets and equipment movements.

Reporting and Budget Support

• Assist in developing and monitoring departmental budgets.
• Prepare inventory, purchasing, logistics, and facilities performance reports.
• Analyze operational data and recommend efficiencies.
• Track key performance indicators including inventory accuracy, inventory turnover, supply availability, facility maintenance completion rates, and vendor performance.
• Assist in planning and tracking facility maintenance budgets and capital improvement projects.
• Provide management with regular reports and recommendations regarding operational and cost saving opportunities.

EDUCATION

• Bachelor's degree in Supply Chain Management, Business Administration, Healthcare Administration, Logistics, Operations Management, or a related field preferred.
• Equivalent combination of education and experience may be considered.

EXPERIENCE

• Minimum of Three (3) years of experience in logistics, supply chain, inventory management, warehouse operations, or healthcare operations.
• Minimum of two (2) years of supervisory or leadership experience preferred.
• Experience in a healthcare, community health center, hospital, or FQHC environment preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of healthcare supply chain management principles and best practices.
• Understanding of FQHC operations and regulatory requirements.
• Experience with inventory management and purchasing systems.
• Strong organizational, analytical, and problem solving skills.
• Effective communication and interpersonal skills.
• Proficiency with Microsoft Office Suite, including Excel.
• Experience using inventory management, purchasing, warehouse management, asset tracking, and work order management systems.
• Ability to analyze operational data and develop reports using Excel, dashboards, and other business reporting tools.
• Ability to manage multiple priorities in a fast paced healthcare environment.
• Ability to work collaboratively with clinical and administrative teams.

OTHER REQUIREMENTS

• Required: Valid, properly classed driver license with a safe driving record.
• Due to insurance and regulatory requirements, employee must be 21 years of age or older.
