Classification Definition

This recruitment will be used to fill a vacancy within the Police Department. All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Rialto Police Department.

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION

Under general supervision, performs a wide range of civilian logistical, inventory, fleet, and equipment support functions for the Police Department. This position is responsible for coordinating fleet maintenance schedules, managing department-wide inventory and issued equipment records, procuring supplies and equipment from approved vendors, and ensuring operational readiness through effective logistical planning and asset accountability.

DISTINGUISHING CHARACTERISTICS

Under supervision, the individual in this class will serve as the central point of coordination between department personnel, vendors, fleet maintenance providers, and internal administrative units to ensure timely acquisition, tracking, maintenance, and replacement of departmental assets. Work requires independent judgment, organizational skill, attention to detail, and the ability to manage multiple priorities in a law enforcement environment.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a sworn Police Officer or designated supervisor.

Essential Duties and Responsiblities

ESSENTIAL FUNCTION STATEMENTS-- Essential and other important responsibilities and duties may include, but are not limited to the following:

  1. Coordinate and monitor fleet maintenance schedules, inspections, repairs, and service records to ensure vehicle readiness and compliance.

  2. Maintain detailed records of department vehicles, equipment supplies, and issued property.

  3. Order, receive, inspect, and distribute supplies, uniforms, equipment and other materials.

  4. Track and maintain inventory levels; conduct periodic audits and reconcile discrepancies.

  5. Maintain equipment assignment records and ensure accountability for issued property.

  6. Communicate with vendors regarding pricing, availability, delivery timelines, and order discrepancies.

  7. Process purchase requests and maintain procurement documentation in accordance with department and municipal policies.

  8. Assist in evaluating equipment life cycle needs and replacement planning.

  9. Prepare reports related to fleet usage, inventory status, procurement activity, and asset management.

  10. Provide logistical support during special events, emergency activations, or large-scale deployments.

Minimum Qualifications

Knowledge of:

  • Basic inventory management and asset tracking principles
  • Fleet maintenance coordination practices, including preventive maintenance and vehicle lifecycle management
  • Purchasing, procurement processes, and vendor relations
  • Recordkeeping, database management, and documentation standards
  • The basic operation of computers, including word processing, spreadsheet, and inventory management software
  • Department policies, rules, regulations, and responsibilities
  • Safety and regulatory compliance related to equipment handling, storage, and vehicle garages
  • Logistical planning and coordination for departmental operations, special events, and emergency activations
  • Report preparation, data analysis, and evaluation of inventory and fleet trends
  • Property accountability procedures for issued equipment, uniforms, and department assets
  • Emergency readiness and contingency planning for high-demand or critical situations
  • Basic accounting principles related to budgeting, expenditures, and reconciliation

Ability to:

  • Maintain accurate and detailed records
  • Organize and prioritize multiple assignments at once
  • Communicate effectively with vendors, department personnel, and other stakeholders
  • Analyze inventory, fleet, and procurement needs and recommend solutions
  • Exercise sound judgement, discretion, and maintain confidentiality in handling sensitive information
  • Anticipate and solve logistical problems proactively, including emergency supply or fleet challenges
  • Develop and implement effective inventory control and asset tracking strategies to optimize departmental resources
  • Complete purchase orders, procurement documentation, and reporting within defined timelines
  • Adapt and develop necessary skills through on-the-job training and meet performance standards by the end of the probationary period

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:

Experience:

Two years of increasingly responsible non-sworn or sworn police program support experience.

Education:

Verification of a High School diploma, a GED certificate, or a higher degree.

Licenses, Certifications, and Other Requirements:

  • Verification of a valid California Drivers License
  • Insurability by the City's liability insurance carrier may be required

Background Check Process

All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Rialto Police Department as well as a physical examination including a drug screening. The background investigation is a rigorous process. A typical background investigation includes but is not limited to: background interviews with individuals designated by the Rialto Police Department (this may include current and former co-workers, friends, relatives, neighbors, or any other relevant individual), criminal background check, credit check, polygraph examination, and psychological evaluation. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens and repossessions); or thefts from a previous employer. Selection Process:

Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicants skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. Veterans Preference Credit Eligibility:

Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. RETIREMENT

The California Public Employees Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.

As defined by the PEPRA, a new member includes:

  • A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.
  • A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.
  • A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.

All members who dont fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.

PERS Retirement Employee Cost-Sharing: Safety 9% Non-Safety 8% (Pre-Tax after PERS Contract Amendment effective date regarding cost-sharing)

CAFETERIA PLAN Citys contribution to the Cafeteria Plan is $1,800 to go towards the employees contributions for Health, Vision, and Dental insurance premiums. Effective June 12, 2018, new hires will receive $100 per period "opt-out" allowance for not using City sponsored medical insurance.

  • Effective December 1, 2025: The City will contribute an additional one hundred seventy-five dollars ($175) per month towards the monthly cafeteria allowance to a total allowance of one thousand, nine hundred seventy-five dollars ($1,975) per month.
  • Effective December 1, 2026: The City will contribute an additional one hundred fifty dollars ($150) per month towards the monthly cafeteria allowance to a total allowance of Two thousand, one hundred twenty-five dollars ($2,125) per month.

LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).

BILINGUAL PAY is paid to employees who successfully pass the bilingual proficiency examination at the rate of one hundred dollars ($100) per pay period.

VACATION is accumulated at the biweekly rate of 6 hours for the first through fourth years.

THIRTEEN HOLIDAYS are observed each year, plus two floating holidays of employees choice.

SICK LEAVE is accumulated at the biweekly rate of 4.62 hours. This is equivalent to 120 hours per year.

SPORTS CENTER usage has been made available; at no cost, to all employees as set forth in the usage guidelines. The facilities include weight room, racquetball and tennis courts, pool, sauna, and Jacuzzi.

DEFERRED COMPENSATION Employees with five (5) to nine (9) years of continuous service with the City of Rialto, shall receive three hundred twenty-five dollars ($325.00) into their deferred compensation account.

Employees with ten (10) or more years of continuous service with the City of Rialto, shall receive six hundred fifty dollars ($650.00) into their deferred compensation account.

EMERGENCY SERVICE: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
