Leads community, neighborhood, corridor, and area planning projects: serves as project manager and lead author for assigned plans; engages community residents, stakeholders, elected officials, and County staff; researches demographics, land use, and growth conditions; prepares reports, maps, graphics, and presentations; develops goals, objectives, land use strategies, and funding mechanisms; prepares the plan document; presents to the Planning Commission, County Council, and other bodies; and tracks adoption of the plan as part of the County Comprehensive Plan.
Designs and facilitates public engagement: plans and conducts community meetings, workshops, charrettes, and public forums; selects engagement methods appropriate to the community and the project phase; prepares plain-language materials for non-technical audiences; manages meetings in which residents hold conflicting or adverse positions; establishes and maintains working relationships with steering committees, neighborhood associations, and community leadership; and sets realistic expectations regarding what a plan can and cannot accomplish.
Develops and prepares zoning overlay standards and other regulatory amendments: translates adopted plan recommendations into implementable regulatory language; drafts zoning overlay standards, text amendments to the Zoning Ordinance and Land Development Regulations, and design guidelines; and coordinates review with the County Attorney"s Office, Zoning Administration, Land Development, and other affected departments to ensure recommendations are legally defensible and administratively workable.
Supports the 10-Year Update and 5-Year Review of the County Comprehensive Plan: collects and synthesizes demographic and growth trend data; prepares graphics and maps; publishes surveys and designs exercises to assess community needs; and develops land use strategies and policy recommendations for presentation to the Planning Commission and County Council.
Coordinates with County departments, municipalities, and partner agencies: represents the Division in coordination with the Greenville County Redevelopment Authority, Greenville Area Development Corporation, Greenville County Recreation District, municipal planning staff, the Greenville-Pickens Area Transportation Study, and state agencies; and prepares and presents technical findings to partner staff and boards.
Conducts research and data analysis: researches demographics, socioeconomic conditions, land use, and growth trends; independently performs spatial analysis and produces publication-quality map products using ArcGIS Pro; responds to requests for information from residents, agencies, and County departments; and prepares findings for publication and presentation.
Performs general customer service and administrative duties as required: receives and responds to inquiries and concerns from citizens regarding plans, policies, and programs; prepares reports and correspondence; maintains project documentation and records; conducts field reconnaissance of study areas; and enters computer data.
Must have availability for evening meetings and occasional weekend community events.
Bachelor"s degree in urban or regional planning, landscape architecture, geography, architecture, environmental design, public administration, civil engineering, or a related field required; supplemented by three years of progressively responsible professional experience in community, comprehensive, land use, or corridor planning; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must have served as lead author or project manager on at least one completed plan, corridor study, master plan, or comparable document-scale public deliverable. Must be proficient in ArcGIS Pro sufficient to independently perform spatial analysis and produce publication-quality map products without technical support. Must be able to prepare written planning documents and present technical findings to non-technical audiences. Valid driver"s license required.
Preferred qualifications include: experience carrying a plan from scoping through formal adoption by a planning commission and elected governing body; experience in a South Carolina local government or council of governments and familiarity with the South Carolina Local Government Comprehensive Planning Enabling Act; experience drafting zoning text amendments, overlay districts, or design standards; conversational or professional fluency in Spanish; and proficiency in Adobe InDesign or comparable layout software.
