A senior IBM Mainframe developer (8+ years) who can independently handle:

  • Reading and understanding large, older COBOL/Natural applications
  • Making enhancements and fixes to existing systems
  • Developing new functionality based on business requirements
  • Supporting production issues
  • Working through the full SDLC (requirements coding testing deployment support)

This person should be comfortable working in a state government enterprise environment, where systems are mission-critical and cannot simply be replaced.

Job Summary

The Texas Workforce Commission is seeking an experienced Mainframe Developer/Programmer Analyst III to support the implementation of NASWA SIDES (State Information Data Exchange System) integrations. The role involves full SDLC activities including requirements analysis, design, development, testing, deployment, and support of enterprise mainframe applications using COBOL, Natural, JCL, DB2, and web service integrations.

Required Skills

  • 8+ years of hands-on experience with COBOL, Natural, JCL, and IBM Mainframe development
  • Strong experience with DB2 database design, development, and optimization
  • Experience with CICS/Map environments, batch processing, and runtime job modifications
  • Knowledge of SOAP, REST APIs, XML, and JSON integration with legacy systems
  • Experience implementing authentication solutions using LDAP, SAML, or OIDC
  • Strong understanding of SDLC, software design, testing, debugging, and deployment
  • Experience analyzing and enhancing complex legacy applications
  • Ability to troubleshoot production issues and perform impact analysis
  • Preferred Qualifications
  • Experience with NASWA SIDES implementation or maintenance
  • Knowledge of SIDES workflows including Additional Fact-Finding, Determinations, Monetary Charges, and Benefit Charges
  • Experience with ALM Octane and Visio
  • Experience handling PII in government environments
  • Familiarity with Azure AD, Entra ID, Okta, or LDAP identity management
  • Key Responsibilities
  • Design, develop, test, and maintain enterprise mainframe applications.
  • Integrate NASWA SIDES exchanges with existing legacy systems.
  • Develop COBOL, Natural, JCL, and DB2 solutions.
  • Analyze business requirements and create technical specifications.
  • Modify batch jobs, online screens, and database structures.
  • Develop and consume SOAP/REST web services.
  • Perform unit, integration, and system testing.
  • Troubleshoot production issues and support ongoing enhancements.
