    JOB DESCRIPTION

FMR is a mission critical financial reporting mainframe application that supports the Bank’s financial close and regulatory reporting obligations. The platform is currently supported by only two mainframe engineers providing 24x7x365 production support, creating a material people, operational, and compliance risk. Any unplanned absence or attrition would immediately introduce a single point of failure, with potential impact to financial close timelines, regulatory filings, audit commitments, and management attestations. Given the regulatory sensitivity of FMR, delayed incident response, limited oversight during U.S. business hours, or insufficient segregation of duties could materially increase regulatory, audit, and reputational exposure.

To mitigate this risk, we are requesting approval for onshore contractor to: Provide resilient U.S. time zone coverage for production support and incident management . Enable real time collaboration with Finance, Risk, Audit, and Infrastructure partners . Improve incident response times (MTTR) for close critical and regulatory issues . Support audit and compliance sensitive activities that require immediate engagement and accountability In parallel, FMR is part of an active mainframe modernization initiative to migrate to AWS and fully decommission the platform over the next ~15+ months.

Executing modernization while maintaining uninterrupted regulatory operations introduces additional risk without sufficient onshore oversight. This additional onshore capacity will: Stabilize day to day production operations while modernization proceeds in parallel . Enable structured knowledge transfer from legacy mainframe operations to the cloud platform . Reduce attrition and continuity risk during a high change period . Ensure a controlled, compliant, and timely execution of the AWS migration strategy From a cost and risk perspective, this request represents preventative investment to avoid significantly higher downstream costs associated with missed regulatory deadlines, audit findings, production incidents during close, or emergency staffing actions.
