Position Summary

The Maintenance / Operations Manager is responsible for leading all terminal maintenance activities to ensure the safe, reliable, and efficient operation of equipment, systems, and infrastructure. This role oversees preventive, predictive, and corrective maintenance programs, asset reliability, CMMS administration, maintenance personnel coordination.

In addition, this position provides operational support as needed to maintain continuity of terminal functions, including rail unloading, material handling, storage, and vessel loading activities.

Primary Responsibilities

Maintenance & Reliability Leadership
  • Lead and manage all maintenance operations to ensure equipment reliability, availability, and safe performance.
  • Develop and continuously improve preventive, predictive, and corrective maintenance programs to reduce downtime and extend asset life.
  • Establish maintenance standards, reliability practices, and asset performance expectations.
  • Lead Failure Mode and Effects Analysis (FMEA) and Root Cause Analysis (RCA) for critical assets and recurring failures; apply Reliability-Centered Maintenance (RCM) principles to PM strategy decisions.
  • Manage OEM warranty claims, vendor PM agreements, and condition-based monitoring programs (vibration, oil analysis, thermography as applicable).
  • Drive continuous improvement initiatives focused on uptime, efficiency, cost control, and safety.
CMMS Administration & Maintenance Planning
  • Serve as the primary site administrator and owner of the CMMS.
  • Maintain asset records, equipment hierarchies, BOMs, PM procedures, work order workflows, and maintenance history.
  • Create, schedule, and manage preventive and predictive maintenance work orders.
  • Ensure labor hours, downtime events, parts usage, and contractor work are accurately documented.
  • Utilize CMMS reporting tools to track KPIs including:
    • equipment reliability
    • PM compliance
    • downtime trends
    • labor utilization
    • maintenance costs
  • Maintain spare parts inventory, reorder points, and critical spare tracking through the CMMS.
  • Train maintenance and operations personnel on CMMS use and documentation standards.
  • Support system upgrades, integrations, and process improvements.
Scheduling, Budgeting & Resource Management
  • Develop daily, weekly, monthly, and annual maintenance schedules, including outages and shutdowns; align planning windows with operations demand and vessel scheduling.
  • Prioritize work based on safety, equipment criticality, regulatory obligation, and operational impact.
  • Coordinate labor, contractors, materials, and equipment availability.
  • Manage maintenance budgets including labor, materials, consumables, contractors, and capital repairs.
  • Forecast annual maintenance expenditures and support budget planning.
  • Coordinate purchasing, RFQ's, procurement, and vendors for maintenance services and parts.
Team Leadership & Safety
  • Lead and supervise maintenance personnel, contractors, and union labor.
  • Assign priorities, manage labor allocation, and ensure workforce productivity.
  • Coach, mentor, and develop maintenance staff and supervisors.
  • Lead safety meetings, audits, inspections, and incident investigations.
  • Ensure compliance with OSHA, LOTO, confined space, hot work, fall protection, respiratory protection, and environmental requirements.
  • Maintain high housekeeping and environmental stewardship standards.
Operations Support
  • Work closely with the Director of Operations to align maintenance strategy with terminal needs.
  • Provide operational support during peak periods and coverage needs.
  • Assist with terminal activities including:
    • railcar receipt and unloading
    • bulk material handling and storage
    • vessel loading operations
  • Support dispatching and other operational functions as needed.
Minimum Qualifications

Experience & Knowledge
  • High school diploma required; technical degree or equivalent industrial maintenance experience preferred.
  • 5+ years of industrial maintenance leadership experience in terminal, bulk handling, or heavy industrial environments.
  • Strong knowledge of mechanical, electrical, and material handling systems.
  • Experience in a union environment is preferred.
  • Experience with CMMS platforms, preferably IBM Maximo or similar enterprise asset management systems.
  • Proficiency in Microsoft Office, especially Excel.
  • Familiarity with environmental and regulatory compliance requirements.

Physical Demands & Work Environment
  • Physical Demands: The physical demands described here represent those that are typically required to perform the essential functions of this position. This role requires the ability to stand, walk, bend, climb ladders, and lift up to 50 pounds, including at heights and confined spaces. The employee must be able to see, hear, and speak clearly to safely perform tasks and communicate with team members. It may involve regular exposure to outdoor environments and rooftop work may occur. Use of personal protective equipment (PPE) may be required depending on the task.
  • Work Environment: Work may be performed in both indoor and outdoor environments, including active job sites with varying weather conditions and potential exposure to noise, dust, and other occupational hazards. Safety protocols and personal protective equipment (PPE) are provided and required as appropriate.
