Maintenance Mechanic Lead

SUMMARY OF THE JOB:

Directs the maintenance activities for all Housing Authority owned and managed housing units and building facilities. Performs routine, semi and/or unskilled maintenance, custodial, and grounds keeping duties and job functions in support of all Housing Authority owned and operated properties. Ensures Housing Authority maintenance standards and goals are met.

SUPERVISION EXERCISED:

Responsible for the direct supervision of all full and part-time personnel assigned to the maintenance department.

DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The following represent the major essential and secondary duties of the position, however they are not intended to be all-inclusive. The Board of Directors and HAKC reserve the right to change, reassign, or combine job duties at any time.

Essential Job Functions:

• Provides supervisory assistance and direction to all reporting personnel. Duties involve all supervisory responsibilities including staff selection, training, monitoring workflow, problem resolution, performance appraisals, policy development and implementation, schedule maintenance activities, etc. Demonstrate and/or train personnel in the proper performance of a maintenance task and/or the safe and efficient use of tools and equipment.

• Direct routine facility and grounds maintenance for all Authority owned properties. Using work order systems, ensures that all emergency and routine maintenance situations are handled in a prompt and efficient manner, and that housing units are ready for occupancy with minimal vacancy time. Identifies, prioritizes, and directs work assignments of maintenance support staff. Develops and coordinates preventative maintenance schedules and ensures compliance with safety policies, federal, state, local laws and regulations. Recommends and implements actions to improve maintenance efficiency and effectiveness. Maintains appropriate files and prepares reports as directed or required.

• Performs routine and custodial/janitorial duties in housing units for incoming tenants. Duties include washing windows, walls, and ceilings, emptying trash, sweeping, mopping, and vacuuming. Clean appliances such as stoves and refrigerators, moving appliances as required. Cleans shower stalls/tubs, tile, counter tops, sinks, etc. Remove old wax and reapply floor finish using a commercial floor machine and when necessary and/or appropriate may use floor scrapers. Cleans and replaces light and fan covers. Perform all other custodial/janitorial duties customary in the cleaning and renovation of apartment units. Familiarize self with chemicals and supplies used in the performance of duties. Consult Material Data Safety Sheets (MSDS) for specific product information.

• Responds to maintenance requests (work orders) issued. The work involves routine maintenance using hand and power tools and equipment in such tasks as preparing and painting interior/exterior surfaces using rollers and brushes, repairing appliances such as replacing switches, belts and stove elements and timers. Perform structural repairs such as replacing glass, etc. Performs minor plumbing tasks such as repairing and/or replacing toilets, faucets, valves, water heaters, and sinks using a variety of equipment such as plumbing snakes, pipe wrenches, soldering iron, propane torch, etc. Performs minor electrical tasks such as resetting circuit breakers, replacing 110v-220v outlets, changing light bulbs and globes, repairing light fixtures and outdoor lighting systems, switches, outlets, thermostats, timers, baseboard heaters, motors, pumps, etc. Inspects, replaces, and maintains fire extinguishers and smoke alarms.

• Performs routine grounds work on a year-round basis as needed. Duties include mowing and edging, weeding, spraying and fertilizing, unloading and distributing bark dust, cleaning walkways, hauling debris, raking, trimming shrubs and trees, snow and ice removal, fence repair, inspecting and cleaning roof gutters, etc. using a variety of hand and power equipment including gas and riding mowers, front-end loader, grinders, dump truck, chipper, chain saw, blowers, gas hedge trimmer and edger, power washers, parking lot stripers, etc. Performs minor equipment repair such as repairing, sharpening, and cleaning of mowers, front-end loaders, chippers, edger, blowers, chain saws, and other related equipment. Maintains outside water systems (including sprinklers), ensuring that systems are winterized as required.

• Manages inventory of maintenance equipment, supplies, and materials. Responsible for the ongoing inventory and storage of all maintenance items including lighting materials, construction materials, paint, reusable salvage materials, etc.; the proper disposal and recycling of construction and building refuse; and the proper care and storage of all tools.

• Responsible for coordinating the Agency’s safety program to ensure compliance with applicable state and federal requirements and regulations. This work includes coordination of safety meetings and/or any necessary training of any or all Housing Authority staff. Maintain and administer reference book for Material Safety Sata Sheets, including training in use of such materials. Repair hazards and assign completion of these tasks to maintenance staff members. Minimize the frequency or severity of accidents of maintenance personnel and contractors by identifying risks.

• Works directly with the Operations Supervisor to determine and monitor agency goals, coordinate projects and activities, and discuss agency performance. Serves on internal and external committees as required and assigned.

• Performs all inspections and reporting tasks required by the Washington State Housing Finance Commission. Assist with any and all physical inspections and regulations. 

• Performs other essential duties and tasks as assigned.

Secondary Job Functions

• May perform move-out and move-in inspections of housing units using a standard checklist.

• Maintain all Housing Authority owned vehicles to ensure proper care and maintenance.

• Assists with hazardous weather problems, fires, floods, freezes, etc.

• Responsible for overall organization and cleanliness of work areas and maintenance shops.

• Maintain appropriate files and prepare reports as directed or required.

• Performs other essential duties and tasks as assigned by Operations Supervisor.

QUALIFICATIONS:

Mandatory Qualifications:

The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that she/he performs the essential functions of the job, with or without reasonable accommodation, using combination of skills and abilities.

• Minimum of 3 years general maintenance experience and at least 1-year multi-family, industrial or institutional service request experience. Must be able to perform all facets of apartment make-ready. Previous supervisor experience is required. Must be able to troubleshoot the repair of HVAC equipment, plumbing systems, electronic systems, all major appliances, and other systems on the properties (gates, phone jacks, irrigation systems, etc.)

• Requires possession of a valid Washington State driver’s license and evidence of a good driving record, plus previous experience driving maintenance related vehicles. Must be able to pass a police background check to verify the lack of a past criminal record.

• Requires the ability to read and understand technical documentation such as blueprints, architectural drawings, etc.; to compose and prepare general and technical documentation including bid specifications, required reports, etc.; and to calculate and understand advanced mathematical calculations such as bid and materials costs, construction draws, budgetary considerations and implications, etc.; plus extensive experience in facilities management, construction, maintenance and remodel of facilities, and overall physical plant maintenance, or any combination of education, training or experience that provides the required knowledge, skills and abilities
• Requires thorough knowledge of the principles, practices, materials and methods of building operation, maintenance and custodial care including considerable knowledge of building codes, OSHA safety requirements, state and federal environmental protection requirements, federal contracting requirements, etc. General experience with all phases of basic building repair and maintenance including basic carpentry, painting, plumbing, and electrical skills. Ability to make general repairs; or any combination of education, training or experience that provides the required knowledge, skills and abilities.

• Requires knowledge and ability in the consistent and safe use of basic mechanical hand and power tools and equipment such as saws, hammers, screwdrivers, wrenches, mowers, paint equipment, pipe wrenches, chain saws, sanders, floor machines, etc.

• Requires previous experience in managing personnel including the ability to communicate, train, counsel, and discipline employees effectively, to conduct effective performance appraisals, and to create a harmonious working environment.

• Requires strong verbal communication and interpersonal skills, such as direct communication with supervisors, employees, tenants, outside contractors, architects, etc. either individually or in groups, is an integral part of the job.

• Requires knowledge of basic computer skills including familiarity with the ability to use word processing and database software programs, including but not limited to Housing Authority software programs.

• Must have good manual dexterity including hand/eye coordination, finger dexterity, etc. in repairing and/or replacing machine parts and in performing related maintenance tasks.

• Due to exactness required in the pouring of paint, the performance of electrical and plumbing tasks, and the operation of motor driven equipment, good vision and hearing skills are required.

• Must be experienced at, and capable of operating hand and power tools such as mowers, rakes, shovels, weed-eaters, lawn and garden sprayers, snow removal equipment, etc. under all kinds of weather conditions including exposure to heat, wind, dust, snow, and cold.

• The individual must be capable of performing the above-described functions under a variety of circumstances involving heavy lifting of machinery, furniture and/or appliances, and supplies (up to 80 pounds) with only the use of a hand truck or with the assistance of another employee. Material may be lifted from two to four feet and carried for up to twenty yards. Lifting often includes the lifting of heavy objects such as 4’ X 8’ sheets of plywood.

• Must be capable of placing and removing supplies and equipment from above-the-head shelving and other storage areas. Activities also require the individual to bend (90 degrees), stoop, crouch, climb, twist (to 180 degrees), turn, and work above the head on a recurring, repetitive, and often continuous basis while performing job duties. The individual must also be capable of accessing and working in confined spaces such as crawl spaces and/or attics and must often perform work from horizontal position (such as working under sinks, etc.). The individual is required to perform these movements without a significant risk of injury, or to otherwise demonstrate or explain how he/she can perform the essential functions listed above.

• Must be able to climb stairs and ladders and work at heights sometimes exceeding twenty (20) feet.

• The work includes exposure to harsh cleaners and abrasive cleaning products and the use of hazardous chemicals such as pesticides and herbicides requiring the knowledge of proper safety procedures in the use of such chemicals.

• Must be capable of being accessible for continuous 24-hour call in the event of security and/or maintenance emergency. Will be required to be in the on-call rotation every third week as needed. Will regularly be called upon to work on service calls after hours.

• Requires good interpersonal skills in dealing pleasantly and effectively with others.

Secondary Qualifications:

Although not mandatory, the following qualifications will enhance an individual’s chance for success in the job and are desirable.

• High School diploma and any equivalent combination of experience and training. Four years apprenticeship and three year’s experience at journeyman level in the construction or maintenance of building, electrical, carpentry, plumbing or mechanical trades work, or any combination.

• Current CPR and basic First Aid Certification Card

• Washington State Pesticide Applicators License

• Knowledge of housing maintenance standards

• Previous experience driving maintenance related vehicles and trailers
