GENERAL STATEMENT OF DUTIES

Performs mastery-level work in the maintenance and repair of buildings and equipment for Guilford County.

DISTINGUISHING FEATURES OF THE CLASS

Under the limited direction of a Supervisor, the Facilities Maintenance Technician III is responsible for performing mastery-level maintenance, repair, and upkeep of County buildings, facilities, and property. This role encompasses multiple trades (Electrical, Plumbing, HVAC, and General Construction), each vital to maintaining and repairing County assets. Individuals in this classification have demonstrated mastery of skills necessary to perform work assignments independently and, when necessary, in a lead capacity. This role may manage projects and serve as a Crew Leader to teams of Technician I, II's and Assistants. Individuals in this classification may inspect or direct work from outside contractors.

All Technicians are expected to follow safety protocols, respond to emergency repairs, and perform general duties such as welding, moving furniture, and assisting with inclement weather response. Work is assessed through inspections, reports, feedback, and overall quality. Positions may be temporary or permanent reassignment to other work locations to meet operational needs.

This classification is the third level of four levels in the Facilities Maintenance career ladder series. This level is attainable through meeting defined goals over a set span of time. An employee may be automatically progressed from a Technician II to III without a competitive recruitment should the defined criteria for their trade track(s) be met.

Examples of Duties

DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include, but are not limited to:

  • Responds to work orders for building and facility repairs, completing necessary maintenance.
  • Performs preventative maintenance to ensure the longevity of systems and equipment.
  • May manage small (less than $20,000.00) maintenance, repair, remodel or renovation projects. Estimates materials needed for specific repairs or project budgets, and orders from appropriate vendors.
  • Conducts routine inspections and performs limited repairs on life-safety systems and equipment.
  • Adheres to workplace safety standards and policies; cleans, maintains, and performs periodic safety checks of tools and equipment; participates in emergency or disaster recovery operations as assigned; responds to repair emergencies on a 24-hour rotating call basis, assisting on-call staff in areas of expertise; and removes snow and ice from stairs, sidewalks, and driveways.
  • Performs and leads any variety of the following functions within County buildings at an advanced to mastery-level:

HVAC:

  • Estimates project costs, develops bills of material for parts, scopes and schedules for small projects.
  • Troubleshoots and repairs HVAC issues, including control boards, chillers, and refrigerant cycles.
  • Replace heat exchangers, small compressors and valves, repair leaks in condenser and evaporator coils.
  • Diagnoses and resolves refrigerant issues, replaces compressors and valves, and repairs leaks.
  • Maintains and repairs central air-conditioning units, compressors, fans, motors, and controls, lubricating parts as needed.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities

An individual in this classification is expected to demonstrate all KSAs at the Facilities Maintenance Technician II level plus the following.

  • Advanced knowledge of fire alarm systems; electrical, mechanical, plumbing, building, gas, accessibility and/or fire alarm codes.
  • Advanced working knowledge of ADA requirements in public buildings; elevator systems, components, and their standard practice and method of operations.
  • Advanced knowledge of the maintenance requirements of public buildings, including pool filtration equipment maintenance.
  • Advanced demonstrated skill in the use of mechanical and general construction tools necessary in performing electrical, mechanical, plumbing, and building repair and maintenance work; and inspecting Elevator FFOP.
  • Ability to train other employees; diplomatically resolve conflicts and work within areas containing sensitive information with discretion and confidentiality; lead and run small projects; effectively navigate related computer systems; communicate information in a professional and precise manner; and safely use aerial lifts to perform work.

HVAC:

  • Advanced knowledge of Building Automation Systems (BAS) systems and commercial kitchen equipment.
  • Advanced demonstrated skill in reclaiming freon, pulling a vacuum, and charging an HVAC system to manufacturers specs; troubleshooting pneumatic controls; repairing gas piping; navigating and making changes to the BAS system; troubleshooting HVAC equipment using meters, gauges, and other tools of the trade; changing out control boards; and repairing and replacing compressors in an HVAC unit or chiller.
  • Considerable demonstrated skill in troubleshooting commercial kitchen equipment, including but not limited to walk-in coolers and freezers.
  • Ability to effectively troubleshoot and repair HVAC issues.

Typical Qualifications

MINIMUM QUALIFICATIONS

High School Diploma or equivalent and nine years of related maintenance experience.

Preferred Qualifications

Trade School Certification in respective skilled trade(s) and nine years, directly related experience or experience in a similar role with a public sector organization including experience leading the work of crew members or trades teams.

Special Requirements

  • Must possess and maintain a valid drivers license.
  • Must possess or obtain within six (6) months of hire: Limited Sprinkler Maintenance License.
  • Must possess or obtain within six (6) months of hire: Chlorofluorocarbon (CFC) Certification.
  • Subject to overtime, calls back to work for urgent/emergency situations and work during inclement weather.
  • Participation in a rotating on-call schedule is required.

Alternative Recruitment Path:

If there is a business need, the department may choose to recruit external candidates into the Facilities Maintenance Technician III role, if the candidate meets the minimum qualifications.

Supplemental Information

Physical Demands

Must be able to perform the basic life operational functions of climbing, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking and repetitive motions. Heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must be able to perform the basic life operational functions of climbing, crawling, reaching and stretching of arms and body, walking up and down stairs.

Work Conditions

Work is performed inside and outside in tight places, unsanitary conditions, noisy equipment rooms, working on rooftops, working in extreme temperatures, exposure to chemicals and hazardous materials, working around heavy machinery and electrical voltage. This position requires mandatory response to inclement weather events.

Driving is Essential

to Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct County business. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the County's driving criteria. If a personal vehicle is operated for County business proper insurance is maintained as per Guilford County's vehicle use policy.
