Description

The City of Westminster is seeking motivated individuals to join our Public Works Department as a Maintenance Worker I

4% Salary Increase effective July 2027

DEFINITION

Under immediate or general supervision, performs a variety of work in the construction, modification, maintenance, and repair of City infrastructure, including streets, sidewalks, curbs and gutters, roadway base and sub-base, guard rails, asphalt pavement, crack seal application, concrete repair, traffic and street sign installation, repair, and reflectivity, pavement markings, and/or storm water and drainage; uses and operates a variety of manual and power tools and light to heavy power driven equipment; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate or general supervision from the Public Works Supervisor. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Maintenance Worker I: This is the entry-level class in the public works maintenance series. Initially under close supervision, incumbents with limited experience learn City infrastructure and systems, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.

Positions in the Maintenance Worker class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. When filled from the outside, the employee is required to have three (3) years of prior related experience that allows the employee to meet the qualification standards for the II level.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

When performing the concrete/asphalt maintenance assignment:

  • Performs construction, maintenance, and repair activities of City streets and roadways to ensure safe and efficient access for the public, including alleys, sidewalks, curbs and gutters, asphalt pavement, crack seal application, concrete repair, traffic and street sign installation, repair, and reflectivity, and pavement markings.
  • Participates in asphalt maintenance, including demolition and preparation of areas to be resurfaced; applying, raking, compacting, and paving appropriate materials to the surface, and cleaning up work areas.
  • Participates in the sealing of cracks, including cleaning and preparing surfaces with the appropriate equipment and applying crack sealing material and applicable chemicals to the surface.
  • Participates in concrete maintenance, including attending to trip hazards, demolishing and removing concrete, and forming, pouring, and finishing sidewalks, handicap ramps, curbs, and gutters.
  • Operates construction and concrete cutting and breaking equipment such as a jackhammer; constructs concrete forms, pours concrete, and assists in finishing concrete and masonry work.

When performing the parks assignment:

  • Performs tree trimming and removal services, including pruning branches, grinding tree stumps to ground level, and removing trees safely and efficiently.
  • Maintains playground equipment, picnic tables, tennis courts and related parks equipment and facilities; paints park buildings and other facilities.
  • Rakes leaves and clears debris from walkways, fields, and other facilities.
  • Opens parks and restrooms daily; picks up trash and empties barrels.
  • Cleans and maintains restrooms; stocks restrooms with necessary supplies; repairs toilets, urinals, and faucets as needed.
  • Picks up and removes debris from parks; maintains landscape areas throughout the City.
  • Perform irrigation duties, such as replace rotors, sprinkler heads, fix/repair broken irrigation lines, program clocks, knowledge of flow meters, backflows, and pumps; troubleshoot irrigation, two wire and direct burial irrigation.

When performing the traffic/graffiti maintenance assignment:

  • Provides installation, maintenance, and repair of traffic signs, including making signs and installing sign posts and signs in accordance with Federal, State, and City codes.
  • Participates in the fabrication and repair of City signs including street name signs and sign posts; installs and maintains municipal sign posts, signs, and pavement markings.
  • Inspects City premises for graffiti vandalism, uses appropriate chemicals and high-pressure equipment to remove graffiti.
  • Performs legend painting and striping of City streets and parking lots using appropriate materials.

When performing the stormwater and drainage maintenance assignment:

  • Performs inspection, construction, maintenance, and repair activities of City stormwater and drainage systems to ensure safe and efficient access for the public, including concrete and open channels, pipes, drains, detention basins, and drop inlets.
  • Operates a variety of light, medium, and heavy equipment related to the maintenance and repair of the Citys infrastructure system.
  • Performs a variety of duties in the maintenance of drainage structures to ensure efficient drainage.
  • Performs concrete and open channel maintenance, including removing/abating weeds and other invasive vegetation, removing sediments, debris, and trash from channels, applying site delineation, and erosion control before, during, and after maintenance activities, and keeping in compliance with applicable Federal, State, and local water regulatory laws and regulations.

When performing all assignments:

  • Inspects assigned City infrastructure for safety issues appropriately marks areas that need to be repaired.
  • Operates and maintains specialized vehicles and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of City infrastructure, systems and facilities.
  • Operates a variety of hand and power tools and equipment related to work assignment as instructed.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Maintains public facilities, shop and garage areas, and other work areas in a clean and orderly condition.
  • Installs street barricades and cones, and controls traffic around work sites and special events to ensure safe conditions for the general public and City workers.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Maintains accurate logs and records of work performed and materials and equipment used.
  • Responds to after-hours emergencies.
  • Performs other duties as assigned.

Typical Qualifications

QUALIFICATIONS

Incumbents at the entry-level of the class series (level I) would not be expected to have the same level of knowledge and abilities as incumbents at the II-level and perform work in a learning capacity:

Knowledge of:

  • Maintenance principles, practices, tools, and materials for maintaining and repairing streets and roadways, including alleys, sidewalks, curbs and gutters, asphalt pavement, crack seal application, concrete repair, traffic and street sign installation, repair, and reflectivity, and pavement markings; as well as stormwater and drainage systems, including concrete and open channels, drains, detention basins, drop inlets, and related facilities.
  • Traffic control procedures and traffic sign regulations.
  • The operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.
  • Operational characteristics of construction maintenance and repair equipment.
  • Occupational hazards and safety equipment and practices related to the work, including the handling of hazardous chemicals.

Ability to:

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Maintenance Worker I and II: Equivalent to the completion of the twelfth (12th) grade.

Maintenance Worker I: One (1) year of experience in construction, maintenance, and/or repair of parks, streets and roadways, stormwater and drainage systems, traffic signs, and/or related systems.

Maintenance Worker II: Three (3) years of experience in construction, maintenance, and/or repair of parks, streets and roadways, stormwater and drainage systems, traffic signs, and/or related systems or two (2) years of experience equivalent to Maintenance Worker I at the City of Westminster.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid California Drivers License by time of appointment.
  • Ability to obtain a class B drivers license with the appropriate endorsements within one (1) year of employment.

Supplemental Information

PHYSICAL DEMANDS

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.

The City of Westminster offers a comprehensive benefit package to Westminster Municipal Employees' Association (WMEA) members, including:

RETIREMENT BENEFITS: The City participates in the California Public Employees Retirement System (CalPERS). The Citys contract provides for the following retirement tiers:

Tier 2 (Classic Members hired on or after July 28, 2011): 2.0% @ 60 formula; employees contribute 7.0% of salary towards retirement costs.

Tier 3/PEPRA (New Members hired on or after January 1, 2013): 2.0% @ 62 formula; employees contribute 8.25% of salary towards retirement costs.

The City of Westminster does not participate in Social Security.

INSURANCE BENEFITS: Effective January 1, 2024, the Citys cafeteria benefits plan provides $1,600 per month toward the purchase of health, dental, vision and life insurance, as well as additional voluntary products. Employees who participate in the CalPERS health insurance program and are enrolled in a Family plan will receive an additional $400 per month towards the purchase of medical benefits (total of $2,000 per month).

Medical insurance is provided through the Cal-PERS health insurance program. Unused cafeteria plan dollars may be received by the employee as taxable income. A pre-tax flexible spending account is also available for health care and dependent care expenses. The City also provides a City-paid Long-Term Disability (LTD) benefit of 66.6% of salary to a maximum of $10,000 per month; the City also provides a paid Employee Assistance Program (EAP).

VACATION: Employees earn 120 hours of paid vacation during their first year of service. An additional eight hours is earned for each additional year of service up to five (5) years. Additional benefits apply after 20 years of service. Employees are permitted to cash out accrued unused vacation hours a maximum of 2 times per calendar year.

HOLIDAYS: Employees receive 99 hours of paid holiday for official holiday closures (11 recognized holidays) each year, and an additional 27 hours of floating holiday time annually to be used at the employees discretion.

HOLIDAY FURLOUGH: City offices are closed between Christmas and New Years Day. Employees may use accumulated leave banks or elect leave without pay during the furlough.

SICK LEAVE: Employees earn 96 hours of paid sick leave per year.

WORK SCHEDULE: The City offers flexible work schedules. Employees will have the option to work a 9/80, 4/10, or 5/8/40 work schedule. The City does not offer a Hybrid work schedule at this time.

BILINGUAL PAY: The City provides $150 per month for demonstrated proficiency in specified languages including Spanish and Vietnamese.

EDUCATIONAL INCENTIVE: Employees may receive an additional 10% of base pay for an A.A. degree (with a minimum of 24 college units directly related to the job) or 10% of base pay for a Bachelors degree (B.A. / B.S.).

SPECIAL CERTIFICATION PAY: Employees who hold the following certifications shall receive additional pay for possessing one of the following certifications, provided the employee is required to perform services covered by the certification:

  • ICBO or ICC Certificates - 5.0%
  • Water Distribution (D) or Water Treatment (T) Certification Grades 2 through 5 from the California Public Health Drinking Water Program:
  • Grade 2 (either D2 or T2) - 7.0%
  • Grade 3 (either D3 or T3) - 8.0%
  • Grade 4 (either D4 or T4) - 9.0%
  • Grade 5 (either D5 or T5) - 10.0%

Play Ground Safety Inspector - 5.0% Pest Control Advisor License - 5.0% Qualified Applicator Certificate - In order to be eligible for 5.0% certification pay, employees must pass all three (3) of the following California Department of Pesticide Regulation examinations:

  • QAC - Laws, Regulations and Basic Principles
  • QAC-B Landscape Maintenance
  • QAC-C Right of Way

ASE - Master Mechanic - 5.0% American Payroll Association (APA) Effective Payroll Administration and Management Certification - 2.5%LONGEVITY PAY: As an incentive for continuous service, employees are entitled to longevity pay at completion of the following service intervals:

  • 21 years of service = 2.0% longevity pay
  • 22 years of service = 4.0% longevity pay
  • 23 years of service = 6.0% longevity pay
  • 24 years of service = 8.0% longevity pay
  • 25 years of service = 10.0% longevity pay

TUITION REIMBURSEMENT: Tuition reimbursement up to $1,000 per fiscal year for approved courses is available.
