Management Analyst 4 (ATLAS Trainer)
This opportunity is open to current Washington State Department of Revenue employees only. The Department of Revenue's Compliance division is seeking an expert user in ATLAS to fill a Management Analyst 4 position. As a Compliance ATLAS Trainer, yourfocus will be teaching division staff how to perform their work in ATLAS while serving as a consultant to the division Management Team relating to ATLAS and staff development. Who we are looking for: You are an experienced tax administration professional who projects a positive attitude and encourages process improvements. You will manage divisional resources to ensure risk and change is communicated to all levels within the organization. This position is an opportunity to collaborate and build strong partnerships while sustaining an idea-driven environment. You must have expert knowledge of the agency's business processes, practices, tax administration programs, policies and procedures, and ATLAS system navigation and functionality. The Compliance ATLAS trainer will:
- Research and evaluate current and future ATLAS training needs and resources.
- Provide consultation to division's Change Manager and Management Team.
- Plan, coordinate, and manage the division's ATLAS training program.
- Coordinate, develop, implement, and present ATLAS training to division staff.
- Recognize needs and create training curriculum based on these needs.
- Create and update procedures.
The required qualifications are key competencies that have been successfully demonstrated through experience or education in the following areas. The ideal candidate will possess a substantial combination of the knowledge, skills and abilities below to successfully perform the duties and tasks of the Management Analyst 4 (ATLAS Trainer).
- Demonstrated experience researching, evaluating, and interpreting complex business processes or system functionality, gained through progressively responsible work with enterprise systems such as ATLAS or similar technology platforms.
- Proven ability to coordinate, develop, implement, and deliver training programs, including classroom, virtual, and resource-based training, acquired through experience as a trainer, power user, or instructional support professional.
- Progressive experience creating, updating, and maintaining procedures or instructional materials using strong technical writing skills that were developed through roles involving process documentation or policy development.
- Demonstrated ability to consult with management and cross-division partners by gathering information, analyzing impacts, and providing recommendations, obtained through experience supporting projects, system enhancements, or operational changes.
- Proven ability to communicate complex system updates, training needs, or procedural changes in clear, concise language to diverse audiences, as evidenced by prior work conducting presentations, writing updates, or facilitating meetings.
- Demonstrated skill in organizing and prioritizing multiple assignments in a fast-paced, deadline-driven environment, gained through roles requiring coordination of competing priorities or project timelines.
- Proven ability to analyze training effectiveness and adjust curriculum based on performance data, user needs, or system changes, developed through experience monitoring training outcomes or supporting continuous improvement efforts.
- Demonstrated ability to build and maintain collaborative relationships across divisions or program areas, acquired through experience partnering with management, trainers, or project teams to align procedures and training strategies.
- Progressive experience interpreting and communicating the impacts of system updates, service pack rollouts, or process changes, developed through roles requiring ongoing system monitoring or liaison responsibilities.
- Demonstrated ability to quickly learn and apply new and complex information, technologies, or procedures, gained through prior work adapting to evolving systems, tools, or program requirements.

Preference may be granted to applicants who possess:
- A bachelor's degree in business administration, law, public health, health administration, political science, environmental science, public administration, or related field and four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
- Knowledge of programs, policies, and procedures within the Compliance division
- Experience creating E-learning training using Articluate 360 or similar software
- Experience using Microsoft Office tools such as Word, Excel, PowerPoint, and Teams
