The Audit and Inspections Management Analyst performs highly advanced, senior-level training, mentoring, coaching, and oversight work in the Health and Human Services (HHS) OIG Audit and Inspections Division. Develops division-specific training programs; provides coaching and mentoring to staff; conducts contract oversight and monitoring of the division's external professional audit services provider; and performs other duties or tasks as assigned. The applicant should have experience in training and development, auditing or related field, with the ability to coach and mentor staff to develop their core audit and inspection skills, putting staff in a position to succeed. Work is performed under minimal direction with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and division policies and procedures.
Essential Job Functions:
EJF 1: Training (35%)
Develops division-specific training programs and serves as a resource for staff regarding available training programs and professional development. Acts as a lead role in the identification and acquisition of external training. Coordinates the development of presentations for courses tailored to the staff of various experience levels. Works with the Audit and Inspections staff and management to develop curricula, course outlines, training aids, and other instructional materials with a focus on increasing staff technical knowledge and complying with relevant standards. Consults with division management and staff to identify training needs, including the development of an annual division training plan. Coordinates training events by determining and securing dates, times, locations, facilitators, and number of participants; and maintains training schedules. Designs and reviews course evaluations and identifies new and improved practices for enhancement to training programs. Develops training program policies, procedures, or manuals. Monitors staff compliance with continuing education requirements.
EJF 2: Contract Oversight and Monitoring (35%)
Conducts contract oversight and monitoring of the division's external professional audit services provider(s). May serve as the division's primary point of contact with the external services provider. Monitors contract performance including provider compliance with timelines, deliverables, and other contract terms. Evaluates the quality of services and deliverables and provides feedback to division leadership. Facilitates identification of audit topics and selection of auditees through coordination with the OIG's Fraud Analytics and Data Operations and audit division management. Coordinates communication between the external services provider and HHS program staff. Provides guidance and feedback to the external services provider, including recommending appropriate dispositions of potential audit exceptions identified.
EJF 3: Coaching and Mentoring (20%)
Provides coaching and mentoring to audit and inspection staff and performs ongoing training needs assessments to develop individualized training opportunities and educational interventions. Creates and administers specialized training and staff development. Provides consultative and technical assistance to division staff, including one-on-one and just-in-time training, as needed. Provides onboarding trainings support for new hires and staff promotions to ensure alignment with job expectations and operational standards. Coordinates with the division New Auditor Training Program workgroup to help mentors and division staff train newly hired auditors. Provides monitoring and oversight to ensure New Auditor Training Program procedures are being followed. Evaluates and recommends training interventions and process improvements.
EJF 4: Other (10%)
At the direction of division management, performs other duties or tasks as assigned, including research for potential audits and inspections, assisting with risk assessment activities, preparing presentations and talking points for division leadership, hiring activities, and performing other strategic and administrative functions. Assist in leadership strategies to improve morale, team building, and retention through analysis of work distribution and turnover trends. Identifies recruitment opportunities and provides support at job fairs and hiring events, as needed.
