Role Overview
The Management Analyst I/II supports the Office of Civic Engagement by performing analytical, administrative, operational, and program support functions. The position plays a key role in Valley Water's Community Rating System (CRS) Program, ensuring documentation, reporting, audit preparation, program administration, stakeholder coordination, and public outreach activities are completed efficiently and in compliance with FEMA and organizational requirements. The role also provides support for community grants, public art, water rate assistance programs, and special projects as assigned.
Key Responsibilities
Program & Project Support
Support Valley Water's Community Rating System (CRS) Program and related FEMA reporting requirements.
Assist with program redesign initiatives and process improvements.
Coordinate CRS Users Group and committee meetings.
Support annual reporting, audits, recertifications, and documentation activities.
Assist with community grants, public art, water rate assistance programs, and special assignments.
Analysis & Research
Conduct research and analytical studies using quantitative and qualitative methods.
Compile, organize, review, and summarize data from internal and external sources.
Identify discrepancies and prepare findings and recommendations for management.
Evaluate policies, processes, procedures, and operational practices to recommend improvements.
Administration & Reporting
Maintain databases, records, and documentation systems.
Develop reports, correspondence, board-level materials, meeting agendas, and minutes.
Monitor consultant, contractor, and grantee deliverables.
Assist with budgeting, financial tracking, and performance reporting activities.
Stakeholder Coordination
Work with internal departments, external agencies, consultants, vendors, and community stakeholders.
Serve as a liaison for program information and public inquiries.
Coordinate meetings, follow-up actions, and communication efforts.
Support public outreach events and distribution activities
Required Experience
Management Analyst I
One (1) year of experience performing administrative, operational, management, or financial analysis involving complex issues.
Management Analyst II
Three (3) years of experience performing a variety of analytical, technical, administrative, operational, management, or financial analysis duties involving complex issues.
Required Competencies
Experience conducting research, data analysis, and preparing reports.

Experience working with policies, procedures, regulations, and compliance requirements.
Experience supporting projects, programs, committees, or cross-functional initiatives
Preferred:
Public sector, municipal, utility, water district, or governmental agency experience.
FEMA, floodplain management, Community Rating System (CRS), or emergency management program experience.
Grant management and contract administration experience.
Public outreach, stakeholder engagement, or community program administration experience.
Experience supporting board-level communications and executive reporting.
Experience coordinating audits, compliance reviews, or recertification processes.
Experience working with consultants, vendors, and cross-functional teams.
