Introduction

The Board of Education is seeking a highly skilled Management Analyst IV to perform complex fiscal, administrative, and management analysis in support of departmental operations. This role is ideal for an experienced professional who can evaluate programs and procedures, analyze budgets and data, recommend operational improvements, and communicate effectively with department leadership, staff, and other City departments. The position requires strong judgment, initiative, and the ability to manage a wide range of analytical assignments with professionalism and accuracy.

PRIMARY FUNCTIONS

This is highly complex fiscal, management, and administrative work in planning, analyzing and evaluating long range and current department programs and procedures. Work involves responsibility for the administration and coordination of a variety of programs of the department, and for carrying out a wide variety of assignments calling for analytical thinking. Whenever applicable, these assignments are performed in accordance with statutory or charter requirements. Work is carried out under the direction of the Department Head or his/her designee, and is evaluated through conferences and reports, with latitude for professional and administrative judgment and initiative in planning and coordinating the activities of the department''s operations.

This role supports the Board of Education Business Office.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Performs work on fiscal, budget, and other analytical programs of the Department as defined by the Department head, and state and local laws.
  • Studies present and projected procedures and recommends new methods. Confers with departmental officials to resolve questions pertaining to budgetary and analytical requirements, attends intradepartmental conferences on financial matters; studies and evaluates issues in light of departmental policies, programs and prior operating experience; recommends changes in original plans; presents results orally to representatives of management and fiscal officials.
  • Plans, analyzes and makes procedural recommendations relating to all phases of work in the department.
  • Reviews and analyzes data for completeness, accuracy and conformance, to policies established by the Aldermen and State Statutes.
  • Acts as coordinator between the assigned department and other municipal departments with respect to analysis and procedures.
  • Assists in management surveys examining the effectiveness of city departments; policies, internal organization, management, and operating procedures.
  • Assists in developing recommendations for improvements for city departments.
  • Supervises office personnel and office procedures in the absence of the Department head or his/her designee.
  • May be required to supervise the work of a small group of professional and technical assistants.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four year college or university with major course work in accounting, municipal finance, business administration, public administration or a related field. At least five years of relevant work experience in budget, public administration or finance work; or any equivalent combination of training and experience which provides the following knowledge''s abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Through knowledge of the organization and operations of City departments and agencies.
  • Considerable knowledge of the principles and practices of public administration and budgetary control.
  • Knowledge of municipal accounting principles and procedures.
  • Knowledge of word-processing and spreadsheet applications, preferably with Microsoft Word 6.0 and Excel.
  • Ability to establish and maintain effective working relationships with department heads, staff associates and the general public.
  • Ability to manage and supervise office personnel.
  • Ability to analyze budgetary problems and recommend effective solutions.
  • Ability to deal effectively with others.
  • Ability to express ideas clearly in writing and orally.
  • Ability to access required data from internal and external electronic information sources.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," tested position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary.
