MANAGEMENT ANALYST - PART TIME

JOB SUMMARY

Under general administrative direction, provide a variety of professional and administrative functions in assigned department, including the coordination of special programs and projects, and preparation of studies and reports; assist in resolving citizen complaints and inquires; provide support to the department director and/or assigned upper management. Perform other related work as required.

ESSENTIAL JOB FUNCTIONS

  • Confer, coordinate, and negotiate with department executives or assigned management on various operational and administrative matters.
  • Complete research, surveys and other special projects, as directed by assigned management.
  • Effectively address customer or resident concerns/issues as assigned, by creating and coordinating formal written responses with other departments or divisions.
  • Communicate courteously and effectively with other officials, the public, other employees, and the media, in person, in writing, and by telephone.
  • Assist department staff in preparation and coordination of various reports, and provide support in development of short- and long-term operating plans, as requested.
  • Compose, prepare and develop speeches and/or presentations for department management and other professional staff.
  • Coordinate and review the tracking of state and federal legislation; analyze and distribute legislative information.
  • Analyze data from research, make effective decisions, and prepare appropriate recommendations.
  • Effectively organize and prioritize multiple assignments and projects.
  • Make both formal and informal presentations to staff members, officials, and the general public.
  • Attend various programs, meetings and social functions to represent the department; take and prepare minutes as appropriate; prepare agendas and associated materials.
  • Represent the City in various professional and civic organizations, as requested.
  • Visit other city work sites and other cities as needed for meetings, research.

OTHER JOB FUNCTIONS

Operate various types of computer software packages. Answer telephones. Operate various office machines, including fax and copy machines.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES

Bachelor's degree in Public, Business Administration or related field required. Prefer candidates to be enrolled and in the process of acquiring a Master's degree in Public Administration, Public Affairs or Public Policy upon employment. Texas driver's license required.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS

One year of experience preferred in general or functional city management. Skill required in effectively communicating and coordinating with people of diverse cultural and educational backgrounds, appointed and elected officials and the public. Knowledge of general municipal government and/or principles and practices of the state legislative process preferred. Must be skilled in public speaking and written communications. Must be familiar with word processing and computer operations such as Microsoft Office products and other related applications preferred. Must be able to work independently in the absence of supervision. Must have integrity and high standards of ethical conduct. Must be able to effectively work independently and within a team environment. Must be able to mentally focus throughout all assigned job tasks.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Ability to frequently sit and stand for extended periods of time.
