Summary The position is located within the FAA, ATO, Mission Support Services, Resource Management Group, Management and Administrative Support Team (MAST), in the Western Service Center (AJV-W64). The position will serve as a Freedom of Information Act (FOIA) and Correspondence Coordinator within the Management and Administrative Support Team (MAST). Responsibilities This position provides oversight for staff responsible for administrative support in the areas of the Freedom of Information Act (FOIA), Safety & Administrator's Hotlines, Congressional Inquiries, and general correspondence for the ATO. The incumbent will also perform a wide range of administrative and analytical duties in the conduct of projects and studies to improve the overall work operations of the assigned organization. Serves as a subject matter expert (SME) in the administration of FOIA, Correspondence, and Safety & Administrator's Hotlines programs, maintaining comprehensive and up-to-date knowledge of the FOIA/Privacy Act and related disclosure laws, regulations, policies, guidance, and best practices. Provides recommendations to management regarding these programs. Reviews policies, guidelines, and standard operating procedures to identify the need for updates, revisions, or supplemental training. Plans, schedules, and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Assists in the development and implementation of new or revised policies and procedures. Leads and/or participates in work groups or teams to ensure continuous improvement of the FOIA and Correspondence programs. Analyzes and coordinates responses to agency FOIA requests. Leads and/or coordinates workshops and training sessions for employees. Gathers and analyzes data related to the FOIA Program, Hotlines, and Correspondence programs. Oversees the quarterly briefing paper process. Identifies and monitors trends; prepares reports; and shares findings with ATO Service Unit (SU) leadership. Develops procedures, systems, and methods for a variety of management functions and activities in one or more of the following areas - productivity, work improvement and work methods, work measurement, goals and objectives, business management, and information management. Reviews and analyzes new and proposed regulations and policies to determine their impact on program operations and management. Responsibilities will involve providing advice and support to management personnel for best practices regarding information disclosure and privacy compliance, conducting assessments of program effectiveness, developing, and maintaining tracking systems for FOIA requests and responses, monitoring compliance with statutory deadlines, and developing quarterly, annual, or interim reports as required. Qualifications To qualify for the FG-13 level, you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized Experience will include: experience with the Freedom of Information Act (FOIA), the Privacy Act, and the ability to provide guidance to program offices and leadership on FOIA policies, disclosure determinations, and risk mitigation, including interpretation of exemptions under 5 U.S.C. § 552. Additionally, experience includes gathering and reviewing records responsive to FOIA requests from multiple offices and making release determinations; drafting, editing, and reviewing response letters; coordinating with program offices, legal counsel, and leadership on complex or sensitive matters; maintaining accurate case files, logs, and documentation; monitoring workload trends and assignment status; elevating issues requiring management attention; and improving workflows through standardized templates, tracking tools, and administrative process improvements.
