Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Environmental Division of NAV FACILITIES ENGINEERING COMMAND SE. Responsibilities You will develop reports and analyze data utilizing technical and financial databases such as COBRA/DCAs, HWMS, ADVANTA, ARCTIC/REFLECTION, IEFACMAN/eTRACKER, PIEE/EDA, MAXIMO, ERP, EPRWeb, CFMS, and SMARTS to manage the Environmental Program. You will assist private party customers with documentation and forms required to establish/update accounts, monitor and research Pay.Gov. You will process and track funding documents and Network Activities and Network Headers (NWH/NWA). You will assign and track project and hazardous waste funds. Maintain effective verbal and written communication with internal and external customers, including personnel at upper echelons, to ensure proper program oversight and fund management. You will serve as a subject matter expert (SME) for the procurement of environmental materials and services. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Provides analytical financial support in areas of cost analysis, tracking, recapturing and executing funds; 2) Coordinates with other program analysts within the department and command to support the Environmental Program; and 3) Utilizes a personal computer and various software programs such as Microsoft Excel to prepare detailed spreadsheets and databases for fiscal planning.
