The City of New Haven is seeking a Management and Policy Analyst to support high-impact initiatives that improve public services, strengthen operations, and inform policy decisions. In this role, you''ll collaborate with City departments, conduct research and budget analysis, evaluate programs, monitor legislative initiatives, and develop recommendations that help City leadership make informed decisions. PRIMARY FUNCTIONS

Mid-level management position requiring a wide variety of research, program/project development and evaluation, budget analysis, and technical support to City departments which provide basic services to the public. The position also requires work on special projects as assigned by the Department head or designee.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Provide staff and technical support to interdepartmental and other special committees to develop or review administrative/financial and operating procedures and policies.
  • Assist in the development of budgets for special programs and projects.
  • Assist public service departments in improving the quality and quantity of services delivered to the public.
  • Assist public service departments in problem resolution and keeping time sensitive tasks on schedule.
  • Assist in benchmarking, monitoring and evaluating activities for departmental operations.
  • Assist in developing State of Connecticut Legislative agenda.
  • Monitor progress of proposed legislation affecting municipalities.
  • Prepare detailed analytical reports for review by department heads, coordinators and the Mayor in making policy decisions.
  • Collect information for reports to the Department head or designee for use in evaluating departmental performance.
  • Design, develop and maintain computerized tracking systems for programs and projects administered by the Department head or designee.
  • Prepare letters in response to questions or concerns of the public.
  • Conduct research and undertake assignments for special projects assigned to Department head or designee.
  • Perform related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four year college or university with major course work in social sciences, urban affairs, or public administration, and 1 - 3 years administrative work experience in research, administration or planning, or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

  • Ability to design, develop and implement City policies, programs and strategies;
  • Ability to analyze and solve problems;
  • Ability to work on multiple tasks simultaneously;
  • Ability to organize work in an efficient and effective manner;
  • Ability to communicate effectively both orally and in writing with other City personnel, elected officials, contractors, and members of the public;
  • Ability to exercise good judgment and to work independently;
  • Knowledge of the principles and practices of public administration;
  • Knowledge of operational procedures within government organizations;
  • Knowledge of the principles and practices of budgeting;
  • In depth knowledge and familiarity with personal computers; including but not limited to word processing data base and spreadsheet applications and project management.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a Special Fund, "Non-Tested" position. Continued employment contingent upon availability of future funding. Funding may be terminated at any time.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
