Summary This position is located with Bonneville Power Administration in Process, Data & Information Systems (TIBP), Internal Operations (TIB), Transmission Infrastructure Asset Management (TI), Transmission Services (T), Bonneville Power Administration (BPA). A successful candidate in the Management & Program Analyst (Business Systems Performance) position will serve as the senior business systems, data management analyst, and technical lead. Responsibilities As a Management & Program Analyst (Business Systems Performance), you will: Serve as the advisor in conducting stakeholder interviews, evaluating current-state processes, developing solutions and implementing the to be defined" best practices. Research, organize, model, and analyze, information for developing requirements. Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs. Mitigate introduction of risk or unpredicted variability - assessing reliability of generated data. Facilitate requirements validation sessions and present findings and as required facilitate the resolution of requirement conflicts between stakeholders. Provide Solutions in the Development and Proposal of required materials; Designs, proposes and implements system and/or process solutions based on multiple stakeholder requirements and best practices. Facilitate/assist in technical process improvement initiatives. Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as experience 1) analyzing an organization's business processes to document current and future states and recommend process improvements; 2) applying project management principles to monitor project timelines and milestones, prepare project deliverables, and facilitate communication between technical and business teams; and 3) assisting in the implementation of business or technology projects by assessing change impacts, communicating with affected user groups, and helping to develop standard operating procedures or training guides. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
