Description

Title: Management Specialist
Duration: 24 Months 35 Hours per Week
Location: Brooklyn, NY 11201 (Day 1 Onsite)

Responsibilities:
  • Ensures that transactions and disbursements of state and federal monies is in accordance with programmatic, legal, or financing mandates for eligibility; ensures quality performance to prevent cost overruns.
  • Utilizes all relevant data available from the City, DOE, and the SCA's financial systems.
  • Assists in managing various funded program budgets, including conducting quarterly financial analysis, creating program documentation, and coordinating communication with the school community
  • Monitors the transactional aspects of projects to ensure quality performance, meet critical deadlines and prevent cost overruns.
  • Participates in project management and logistic coordination with internal business units and external organizations, including contracted vendors and service providers on the oversight of day-to-day activities in schools necessary for the delivery and installation of equipment.
  • Oversees the overall capital account payable process which generally can encompass transactional activities for over 50+ contractors.
  • Coordinates capital budget account payables and all related transactional activities, including but not limited to, annual, quarterly, and/or monthly reporting of capital transactions, monitoring project expenditures in accordance with approved project budgets, review and verify payments to contracted service/goods providers.
  • Provides analysis and support documentation in the monitoring of approved capital projects in accordance with the budget as set forth in the project's Certificate to Proceed.
  • Analyze and validates contractors' billing and supporting documents to determine accuracy and in line with established process and budgets.
  • Performs verification and maintain constant communication contractors to ensure delivery and goods/ services were rendered in a timely manner and within capital eligibility requirements.
  • Addresses and issues resolutions for contractors related to capital projects' billings and payments using all relevant data available from the City, DOE, and the SCA's financial systems.
  • Tracks and conducts record keeping within a customized database for all transaction activities; contributing to the City's mandated Local Law 24 Quarterly Report on active capital projects.
  • Works with and coordinates CITY (NYC Comptroller) and STATE (Dormitory Authority of the State of New York - DASNY) auditors with payment inquiries and audits.
  • Actively participates in bi-monthly meetings, making recommendations, providing solutions on improving
  • and streamlining processes, including but not limited to the SCA's transactional financial system.


Mandatory Minimum Qualifications:

The successful candidate must have minimally achieved the following level of experience:
  • Bachelor's Degree from an accredited college or university with at least five (5) years of full-time experience in design/development/implementation of management reports, financial analysis or management analysis.
  • 4+ years' minimum experience in managing large scale budgets for projects


Preferable Qualifications:
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, and one year of satisfactory full-time professional experience in budget administration, economic or financial administration.
  • Foundational understanding of public finance and procurement in general
  • Excellent communication and collaboration skills, with the ability to work effectively with diverse stakeholders
  • Analytical and critical thinking -Recognizing patterns or trends that suggest systemic errors or unusual variances.
  • General comprehension of the functions and processes involved in project management
  • Ability to manage multiple projects at once, work under pressure, and meet frequent and changing deadlines.
  • Ability to work efficiently in a fast-paced and deadline -driven environment with little supervision.
  • Proficiency in MS Excel Word and other applications.
  • Knowledgeable with database management systems such as MySQL, PostgreSQL, or Microsoft SQL Server
