MANAGER, COURT FACILITIES

LOCATION: Androscoggin County, Lewiston District Court

The Job:

The employee is part of the Court Facilities Department and reports to the Director of Court Facilities. The work of the Manager of Court Facilities includes supervising Facility Engineers and being responsible for the day-to-day facility operations of all State of Maine Judicial Branch locations. Working with the procurement department, the position provides facility-related services and equipment as well as supervision of contractors and vendors retained to provide building operational services. Work also involves working with landlords and County Administration to ensure that facilities are properly maintained.

Responsibilities include creating and managing maintenance programs, including service contracts requirements; provision of direct building maintenance and problem response, including emergency response; engaging in periodic building inspections; ensuring compliance with applicable statutes, rules, and codes; and overseeing renovation projects. The Manager of Court Facilities is responsible for assisting in the development and administration of the facilities Capital, Major Project and Maintenance & Operational budgets.

The Manager of Court Facilities works closely with the Finance, Procurement, OIT, Security and Court Operations departments in the execution of purchases. The Manager of Court Facilities works closely with County, Municipal, and private court facility owners. Extensive regional and limited statewide travel required.

Salary Range:

Salary grade 19: $81,910.40 - $105,040.00 annually.

Responsibilities:
  • Manage Facility Engineers, building managers, and vendors.
  • Build and maintain positive, productive relationships with landlords, building managers, vendors, and County Administration, where applicable.
  • Provides building maintenance services, including management of HVAC, electrical, and water systems.
  • Identifies and develops scope and cost estimates for repair work.
  • Inspects all buildings for compliance with OSHA standards, building codes, and fire safety codes.
  • Works with landlords to ensure compliance with required standards and ensure compliance with facility accessibility requirements.
  • Working with the procurement department, oversees and implements building maintenance and service contracts, including developing Request for Proposals (RFPs), developing bid documents, and managing bidding processes.
  • Oversees the work of any vendors involved in the maintenance of owned facilities and serves as liaison with contractors/vendors performing maintenance in leased facilities.
  • Collects and analyzes information concerning building problems and develops and implements solutions to correct problems.
  • Maintains construction and maintenance records for all Judicial Branch facilities, including history of repairs, maintenance contracts, "as built drawings" for all new construction, blueprints/architectural designs, Material Safety Data Sheets (MSDS) on custodial and maintenance supplies in court facilities.
  • Assists or provides property management at Judicial Branch facilities, as needed.
  • Reviews and manages the energy management system settings for Judicial Branch facilities for locations that permit remote management.
