The Prince Georges County Police Department is currently seeking qualified applicants to fill a Manager, Crime Scene Investigation Division (Administrative Specialist 2G) grade G31 position, in the Bureau of Forensics/Crime Scene Investigation Division.

About the Position

The Manager, Crime Scene Division position is a highly responsible professional managerial and administrative role responsible for managing the day-to-day operation of the Crime Scene Investigation Division in the Police Department. Responsibilities extend to supervising, planning, and coordinating activities of professional, technical, and clerical staff in order to accomplish the respective and specific divisional mission, goals, and objectives as an integral part of the Agencys Bureau of Forensics. Work is performed in accordance with established departmental policies, procedures, and regulations and performed under the general supervision of the Executive Manager of the Bureau of Forensics. The work of this role is highly complex, and the ideal candidate must be detail-oriented, conscientious, and a hands-on leader. Candidates must exhibit excellent communication and presentation skills, have a track record of collaborative leadership, and be comfortable with working long hours when required. The incumbent in this position is authorized to carry out those duties and responsibilities in accordance with the established performance standards and is subject to reporting and justifying task outcomes above him/her in the Department's chain of command.

The Prince Georges County Police Department is the fourth largest law enforcement agency in Maryland, providing a full range of law enforcement services to County residents and business owners. Their mission is to work in partnership with citizens of Prince Georges County towards providing a safe environment and enhancing the quality of life. Today, the Prince Georges County Police Department serves over 900,000 residents and has an authorized strength of 1800 officers and 300 civilians.

Examples of Work

  • Allocates and oversees the resources of the Crime Scene Investigation Division (CSID) efficiently and effectively to achieve the police mission of complete, accurate, and impartial investigations while adhering to department, federal, and state guidelines, rules, and accepted practices
  • Develops, administers, and oversees the technical, administrative, and business aspects of the Crime Scene Investigation Division.
  • Coordinates the Crime Scene Investigation Divisions operational activities in the laboratory setting and field operations by directing subordinate supervisors and direct involvement.
  • Develops, maintains, and updates all aspects of the CSID personnel and technical management and quality control documents, including Evidence Unit, Computer Forensics Unit, and Video Analysis Unit Standard Operating Procedures.
  • Monitors/ensures adherence to rules and guidelines of the operation and maintenance of scientific and technical equipment.
  • Directs and implements forensic evidence protocols, management programs, and policies.
  • Ensures the integrity of investigative files, both written and electronic.
  • Oversees the hiring of new employees for the CSID.
  • Develops skill and experience levels of all subordinate and supervisory personnel.
  • Maintains 24-hour on-call status, providing direction and consultation to both CSID staff and Executive Command Staff concerning forensic evidence issues.
  • Coordinates the needs of the investigative entities within the department and requests made from other agencies with the CSID.
  • Ensures the goals and objectives of the General Order Manual and SOP are met, along with Federal and State rules and regulations during CSID activities.
  • Promotes and maintains professional relationships to facilitate the CSID mission.
  • Oversees the Major Case Reviews (MCR) consisting of criminal investigators, prosecutors, CSI, and laboratory staff.
  • Serves as the internal consultant to all investigative units, command staff, and the Chief of Police in forensic evidence collection/processing and policy development.
  • Testifies as an expert in court proceedings related to the identification, collection, processing, preservation, and subsequent presentation of forensic evidence.

Qualifications

Minimum Qualifications

Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:

  • Masters Degree from an accredited College or University in Criminology, Business Administration, Public Administration, or a closely related field.
  • Three (3) years of supervisory experience in crime scene investigation, forensic science, evidence processing, photography and identification functions.

Any equivalent combination of relevant training, education and experience may also be considered.

Please note there is no equivalency for supervisory experience.

Preferred Qualifications

Highly eligible candidates will meet the following criteria below for further consideration by the hiring agency:

  • Masters degree or higher in Biology, Chemistry, Forensic Science or other related physical science field with at least twenty-four (24) credit hours in Chemistry and Biology
  • Five (5) years or more of exceptional forensic and laboratory experience and practices.
  • Three (3) years or more of supervisory/management level experience.
  • Previous testimony experience.
  • Budget management
  • Ability to effectively communicate orally, in writing and speaking before groups.
  • Ability to conduct accurate research and develop technical reports and correspondence.
  • Extensive knowledge of program development, implementation, and management techniques.
  • Ability to coordinate and/or manage a diverse range of assignments, being receptive to the needs of the entire Division

General Plan Information:

The Prince George's County benefits plan year is from January 1 to December 31.
