Job Description
This position manages single to multiple Project Document & Data Management (PDDM) functions for one or several projects. This role provides supervision, direction, and training to PDDM Technicians, Specialists, Supervisors, and Analysts (on and off site). Having a full understanding of all PDDM functional roles, this position should be able to perform any role in PDDM and/or teach in an efficient manner while maintaining effective communication with Project Client, internal taskforce members, field personnel, and Fluor global team members. This position requires consistent exercise of discretion and independent judgment with respect to matters of significance. This position may step in for an absent lead or be expected to lead a project with multiple small scopes or a mega project which therefore requires acute knowledge and experience in understanding and interpreting client specifications. This role may also be required to act as Operations Lead for specific projects.

Labor Forecasting & Hour Tracking-Develop, maintain, and independently analyze labor‑hour forecasting models, including Estimated vs. Required vs. Actual hours, and provide variance interpretation and corrective‑action recommendations to senior management. Produce and utilize forecasting tools (Excel, Power BI, or equivalent) to support workforce planning and project execution.
Performance Accuracy Measurement & Quality Loop-Establish and monitor key performance indicators (KPIs) with defined targets to ensure quality and accuracy of PDDM deliverables. Implement and oversee a closed‑loop quality process including defect identification, corrective‑action workflows, coaching routines, and recognition mechanisms.
Processing Speed Monitoring & Baselines-Create and maintain processing‑speed baselines with clear rationale; routinely compare actual performance against targets to identify trends, risks, and slowdown sources. Conduct regular data‑driven performance reviews with supervisors and guide them in appropriate corrective or reinforcing actions.
Contractual Service Requirements & Compliance-Interpret and operationalize client contractual requirements into clear compliance workflows, checklists, escalation paths, and monthly compliance reviews. Maintain a compliance matrix and ensure all PDDM activities adhere to contractual obligations and audit expectations.
Labor Spending Oversight & Budget Alignment-Track and analyze labor spending using structured cost‑management methodologies, including Required vs. Actual vs. "Should‑Have‑Cost" comparisons, tied to as‑sold project assumptions. Identify cost variances, assess root causes, and recommend or execute corrective actions to maintain budget alignment.
Deliverables, Reporting Cadence & Meeting Structure-Prepare and deliver routine operational reports, including Labor Hour Analysis reports, monthly updates, and staff meeting materials that provide clear visualizations, trend analysis, and strategic linkage to project and organizational goals. Establish and maintain structured meeting cadences with defined purposes (e.g., staff meetings, one‑on‑ones, contract reviews) to ensure consistent communication and decision‑making.

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
