Manager Engineering

Premera Blue Cross is seeking a Manager Engineering for its Mountlake Terrace, Washington office.

Job Duties: Lead and manage a team of engineers responsible for designing, developing, delivering, and supporting applications and technologies that enable business capabilities and create value for our customers. Drive the technical vision and architecture for applications, providing safe, scalable, and compliant solutions. Establish engineering standards and guide complex design decisions. Facilitate interoperability through a robust data architecture, effective data communication strategies, and the adoption of emerging technologies. Ensure efficient delivery through DevOps, CI/CD pipelines, automated testing, and infrastructure-as-code principles. Oversee Live Site reliability, incident response, and capacity planning to maintain high availability, operational resilience, and compliance with security and regulatory requirements. Lead engineering teams to deliver innovative solutions, foster collaboration, accountability, and continuous improvement. Drive cross-functional collaboration by partnering with product, business, and technology stakeholders to deliver solutions that meet evolving business needs. Education Requirements: Bachelor’s or foreign equivalent degree in Computer Science, Computer and Information Technology, or a related field.

Experience Requirements: Six (6) years of progressive, post-baccalaureate experience in information technology, application development, system engineering, or systems development, and four (4) years of experience in each of the following:

• Designing secure, scalable, and cost-efficient PaaS solutions on Microsoft Azure or equivalent cloud platform.
• Leading large-scale data services initiatives and overseeing Live Site operations in a DevOps Agile environment.
• Working with distributed systems, API design, observability, and modern data platforms, including transactional data platforms, analytical data platforms, and integrations.
• Applying cloud security and compliance frameworks such as HIPAA and HITRUST.
• Working with Software Development Life Cycle (SDLC) phases and integrating best practices.

Foreign equivalent degrees are acceptable.

MUST HAVE PROOF OF LEGAL AUTHORITY TO WORK IN THE UNITED STATES.

Salary: $286,270 to $286,270 per year
