Manager - Facilities Zone

We are searching for candidates that meet the required qualifications and experience and are able to perform the essential duties and responsibilities.

Job Summary:

Provide leadership, planning and administration of facilities maintenance and operations at multiple campuses and locations. Lead a team of 15-20 professionals and manage a budget of $5M-$10M responsible for facility maintenance operations. Oversee renewal and replacement projects and numerous contracted services. Ensure compliance with EPA, FLSA, NFPA and TDLR policies on a federal, state and local level.

Required Qualifications:

Essential Duties and Responsibilities

• Assist in the development and implementation of procedures for the efficient and effective operation of the assigned campuses.
• Develop and implement training programs for Facilities Maintenance staff, including technical development, operations, maintenance and repair of systems.
• Develop, implement and maintain effective preventive maintenance and energy conservation programs for all HVAC equipment/systems, electrical/utility systems and other building systems. Provide technical and engineering assistance in troubleshooting operational problems with major HVAC/Building systems.
• Conduct applicant interviews and make recommendations for employment. Recruit, orient, train, evaluate and supervise staff.
• Develop procedures and maintain proper written records. Document maintenance and repair activities of systems. Develop and maintain system for the installation, maintenance, repair and computerized recording of all keys and/or locking systems.
• Ensure compliance with NFPA, Fire Codes, federal/state/local ordinances, insurance requirements and any other applicable codes or ordinances.
• Develop bid specifications for areas of responsibility. Develop and pursue construction punch list for resolution during warranty.
• Receive merchandise and ensure distribution to the correct department as required. Maintain accurate records and reports of received and distributed items. Maintain receiving log and ensure signatures on all delivered items and check materials received for correct quantity, description, specification and condition as required.
• Serve as liaison between Purchasing and Receiving to ensure accuracy of purchase orders and receipt of purchased materials as required. Forward receiving department paperwork to accounts payable to ensure payment to vendors as required.
• Interface with inventory control specialist to ensure capital equipment acquisition forms are processed in a timely manner.
• Develop, administrate and monitor annual budget. Formulate and recommend annual budget requests. Assume responsibility for operating within the approved budget. Ensure facilities-related contracts are renewed and administered in the best interest of the district.
• Collaborate with the event coordinator to oversee, direct and implement setups for college/outside events within the Conference Center, Atrium and surrounding areas as required.
• Oversee and coordinate work of multiple outside contractors, including custodial, electrical, plumbing, HVAC, pest control, food service equipment, fire alarm system, roof repairs, glass replacement, window cleaning and elevator maintenance.
• Oversee completion of Renewal/Replacement projects, as requested. Develop timelines, assist and/or coordinate work, provide specifications and ensure timely completion.

Physical Demands, Working Conditions and Physical Effort
Light Work - Exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work. Positions in this class typically include talking, hearing, seeing, grasping, standing, walking and repetitive motions, plus stooping, kneeling, crouching, and reaching. Relatively free from unpleasant environmental conditions or hazards. Office environment. Little physical effort required.

Requirements
High school diploma or an equivalency diploma required.
Ten (10) years of experience with two (2) years of facilities leadership in a large complex facility required.
 

Preferred

An associate degree from an accredited institution

Licenses and Certifications
Valid Texas Driver's License required.*

*Individuals hired for this position may be required to drive a company vehicle. A Motor Vehicle Report (MVR) will be run in conjunction with the background check during the contingent offer stage and annually/bi-annually for the duration of employment at Collin College. Candidates who fail the original background/MVR report or subsequent MVR reports may not be hired and/or terminated based on the results of the report.
