General Description:

Metro Technology Centers is accepting applications for a Finance Manager who will enhance organizational effectiveness by providing professional support in management of daily finance functions. Also responsible for assisting in the oversight of the budgetary, accounts payable, activity fund, bursar duties, and other financial and internal control systems of the District for the District's strategic and operational planning, policy formation, decision-making, and continuous improvement.

Representative Duties:

  • Recommend, develop, implement, and maintain financial policies, internal procedures, and operational controls to support continuous improvement in customer service and departmental operations.
  • Participate actively in the development, improvement, and implementation of district-wide financial processes and procedures to ensure effective and efficient operations.
  • Support and assist the Director of Finance in the overall leadership and management of the Finance Office, including supervising, evaluating, mentoring, training, and developing assigned personnel, including the Activity Fund Custodian, Accounts Payable Specialist, Purchasing Coordinator, and/or other assigned staff.
  • Perform advanced accounting duties and prepare required financial reports in compliance with local, state, and federal laws and regulations.
  • Assist in the development, management, monitoring, and long-range planning of the district budget and provide financial recommendations regarding district resources and expenditures.
  • Oversee and monitor payroll processing activities and ensure compliance with federal and state payroll tax reporting, retirement reporting, employee deductions, benefit payment processing, and wage compliance requirements.
  • Assist in the oversight and reconciliation of employee benefits by ensuring the accuracy of payroll deductions, employer contributions, retirement reporting, benefit payments, and related accounting records.
  • Coordinate the financial administration of federal, state, and other grant-funded programs by working collaboratively with the Grant Manager and other staff to monitor budgets, prepare reimbursement claims, ensure allowable expenditures, maintain financial records, and support compliance with applicable grant requirements and reporting obligations.
  • Serve as the primary administrator for district financial software systems, ensuring proper user access, security controls, system configuration, training, and continuous process improvement initiatives.
  • Ensure proper understanding, setup, maintenance, and oversight of account coding within financial software systems in accordance with the Oklahoma Cost Accounting System (OCAS), Oklahoma Department of Career and Technology Education (ODCTE), and other regulatory requirements.
  • Perform daily and monthly reconciliation of Activity Funds and oversee reconciliation of financial records, clearing accounts, banking transactions, and fund balances as required.
  • Maintain oversight of district banking relationships, cash management activities, investment accounts, cash flow monitoring, treasury functions, and banking services while ensuring compliance with Board policy and applicable laws.
  • Provide oversight of purchasing operations, procurement compliance, accounts payable, accounts receivable, fixed asset accounting, and related internal controls while ensuring compliance with Board policy, Oklahoma purchasing laws, and district procedures.
  • Coordinate and assist with annual independent external audits, internal audits, compliance reviews, preparation of financial schedules, supporting documentation, reconciliations, and responses to auditor requests.
  • Prepare and reconcile year-end financial information required for the annual audit, including preparation of schedules, supporting documentation, and conversion of financial records from cash basis to accrual basis in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
  • Evaluate, develop, and strengthen internal controls to safeguard District assets, ensure financial integrity, reduce organizational risk, and promote compliance with applicable laws, regulations, and Board policy.
  • Develop collaborative working relationships with district administrators, program directors, department leaders, and external stakeholders to support district financial and operational goals.
  • Demonstrate leadership through collaboration, accountability, proactive problem-solving, strategic thinking, and continuous improvement initiatives that support organizational effectiveness.
  • Manage multiple complex and high-priority projects simultaneously while ensuring timely completion and compliance with all reporting deadlines.
  • Coordinate fiscal year-end closing activities and prepare required financial reports, reconciliations, and supporting documentation for state and federal reporting requirements.
  • Maintain professional development through continuing education, training opportunities, and professional certifications related to school finance, accounting, payroll, benefits, compliance, and public sector financial management.
  • Perform other duties as required by Administration or the Board of Education.
  • Work cooperatively with co-workers and supervisors to ensure district goals are met, including additional duties as assigned.

General Qualification Requirements:

Education/Experience:

  • Five (5) years of experience in educational finance or school business related field.
  • Bachelor's degree in business-related area with basic accounting course work preferred

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Advanced knowledge of governmental accounting principles and school finance operations
  • Strong understanding of budgeting, payroll processing, benefits administration, and financial reporting requirements
  • Knowledge of federal and state compliance requirements including payroll tax reporting, retirement reporting, grant management, and audit preparation
  • Advanced Microsoft Excel skills including complex formulas, financial modeling, reconciliation analysis, and reporting
  • Ability to supervise personnel and provide leadership within a finance department.
  • Ability to analyze complex financial information and make sound recommendations
  • Ability to manage multiple priorities with strong attention to deadlines
  • Ability to provide training and process improvement leadership across departments
  • Strong written and oral communication skills
  • Ability to build strong working relationships across all organizational levels
  • Demonstrate professional integrity, confidentiality, accountability, and sound judgment
  • Reliable, dependable, and punctual attendance
