Position Summary

The Manager for Open Records provides advanced professional oversight for the Universitys compliance with the Texas Public Information Act (TPIA) and related state and institutional regulations. This role manages the full lifecycle of open records requests, coordinates campus-wide responses, and serves as the primary liaison with legal counsel to ensure timely, accurate, and legally compliant disclosures.

Statement of Duties and Responsibilities:

  • Provides strategic leadership and management of the Universitys Open Records program, ensuring full alignment with the Texas Public Information Act (TPIA) and Texas Government Code.
  • Serves as the institutional authority on public information processes, ensuring legally sound, timely, and consistent responses to complex, high-profile, and sensitive records requests.
  • Exercises independent judgment in interpreting statutory and policy requirements, determines the appropriate application of exceptions, and directing institution-wide efforts to identify, collect, review, and release responsive records. Coordinate responses with legal counsel as needed.
  • Develops, implements, and evaluates University-wide procedures, internal controls, and best practices designed to strengthen TPIA compliance, enhance operational efficiency, and mitigate institutional risk.
  • Manages the Open Records tracking system, ensuring data integrity, audit readiness, and accurate reporting to the Texas Attorney General.
  • Monitors legislative, regulatory, and policy developments impacting public information and records retention; proactively implements and leads process improvements to maintain compliance and institutional readiness.
  • Conducts quality control checks to ensure accuracy, completeness, and proper documentation of request files.
  • Provides training, guidance and consultation to campus leadership and departments regarding records management obligations and public information procedures.
  • Prepare reports, metrics and compliance documentation for leadership.
  • Maintains working relationships and regular communication with campus points of contact and conducts monitoring and oversight of program performance.
  • Ensures University-wide adherence to state retention schedules and institutional policies through oversight of secure recordkeeping systems, digitization initiatives, and information governance practices.
  • Reviews, authorizes, and approves financial transactions in accordance with University fiscal policies and established internal controls.
  • Maintains the highest degree of confidentiality and ensures full institutional compliance with applicable federal, state, and University policies, regulations, and ethical standards.
  • Other duties may be assigned.

Supervisory Responsibilities:

  • Will oversee and evaluate personnel within the Open Records team as assigned.

Qualifications

Required Qualifications:

  • Education: Bachelors degree from four year college or university
  • Experience: Three (3) to five (5) years related experience to the statement of duties and responsibilities, OR equivalent combination of education and experience.
  • Two (2) years of supervisory experience

Preferred Qualifications:

  • Proven ability to communicate professionally and effectively with external constituents and University staff at all levels.
  • Demonstrated success in roles requiring analytical skills and attention to detail
  • Thorough understanding of the Texas Public Information Act
  • Bilingual (English/Spanish)
