JOB SUMMARY

This position provides administrative, analytical, and project support for Force Account construction activities throughout the Metro-North Railroad service territory, including coordination, documentation, scheduling, and communication related to stakeholders, as well as participation in biweekly Connecticut Department of Transportation (CTDOT) service meetings. This role also ensures accurate recordkeeping, timely reporting, and effective support of project and stakeholder requirements.

DUTIES AND RESPONSIBILITIES

  • Support Project Managers in construction matters by coordinating and scheduling contractor outages; coordinating contractor entry permits; verifying and cataloging contractor insurance; receiving contractor submittals and CTDOT design documents from the State of Connecticut, determining who at Metro-North needs to evaluate them, distributing the submittals to the required reviewers; collecting and reviewing project comments for drafting response delivery to CTDOT; reviewing and correcting monthly pre-bills and invoices for accurate billing of labor, material and equipment; following up on funding requests to CTDOT; supporting monitoring and entry of cash flow data; maintaining time sheets for all costs; managing and maintaining large quantities of documents and files (e.g., design drawings and specifications, technical / engineering correspondences, memoranda, letters and other items) associated with numerous force account construction projects; author clear and concise correspondence letters and memoranda to communicate information about construction project subject matter.
  • Coordinate and monitor Force Account work efforts among all participating departments, schedule regular progress meetings and conduct field inspections. A critical element of this position is to drive production results, working with the project team to ensure all resources are in place to execute the work plan, making adjustments during the course of the project as necessary to ensure project goals are met.
  • Assist in working with MNR departments in assembling all required information for funding requests, track all CTDOT funding commitments and establish funded MNR project accounts. Research past funding levels of associated projects. Assist in all actions required for funding change requests. Provide management oversight and reporting for performance and financial reporting, including but not limited to the monthly spending vs. work complete and budget vs. actual summary documents/reports, review invoices and monitor material purchases. Update all required reports.
  • Develop schedules/Critical Path Methods (CPMs), Force Account cost estimates, material specifications and detailed project management plans that satisfy all current or future requirements
  • Coordinate with internal Procurement & Material Management department, secure and monitor outside contractual services and when required, arrange for the use of the Metro-North Railroad General Engineering Consultant (GEC) on assigned projects.

  • Familiarity with railroad construction and maintenance practices in the areas of track, structures (bridges, tunnels, culverts, stations, maintenance facilities, etc.), communications, signals, and traction power.
  • Demonstrated ability to manage problem identification and solution independently in project implementation environment.
  • Ability to spend considerable time at construction project field sites during construction and participate in off-hours (nights & weekends) project work activities or significant cutovers (commissioning a project / making it operational) with production teams and project work forces.

  • Strong knowledge of railroad operations
  • Familiarity with CTDOT rail construction procedures.
  • Familiarity with railroad construction and maintenance practices in the areas of track, structures (bridges, tunnels, culverts, stations, maintenance facilities, etc.), communications, signals, and traction power.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's Degree in Arts/Sciences (BA/BS) in Engineering, Program/Project Management, Business Administration, or related field. Demonstrated equivalent education, experience or technical credentials to include four (4) additional years may be considered in lieu of degree.
  • Minimum 5 years of experience in construction management and/or construction projects to include monitoring of budget and schedules.
  • Minimum 3 years of experience managing a process and/or project.

  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
  • To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying.
