Essential Tasks:
  • Manage assigned areas of operations in the Comptroller to the Board of County Commissioners (BoCC) Department including quality and quantity of group work, planning, scheduling and goal setting for individuals and projects.
  • Supervise assigned employees in the Comptroller to the BoCC Department.  Responsible for the overall direction, coordination and evaluation of the assigned area of responsibility.
  • Carry out management responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Foster and encourage a teamwork environment through the effective hiring, orienting and coaching of department staff.
  • Provide written and up-to-date procedures in assigned areas pertaining to work performed in the Comptroller to the BoCC Department.
  • Continuously review Federal Regulations, Florida Statutes, Government Auditing/Accounting Standards and county ordinances and communicate with staff to ensure compliance.
  • Complete, maintain and process pertinent paperwork and records, including requests for daily, monthly and quarterly reports. as required.
  • Effectively communicate in person and in writing with other county agencies, various BoCC departments, Division Directors and other Clerk's Office personnel.
  • Maintain a thorough knowledge of department operations, encourage staff involvement for high quality productivity and constructive interactions with other Clerk's departments.
  • Prepare and deliver the annual performance evaluation of the department staff.
  • Attend scheduled and unscheduled management meetings, schedule regular staff meetings and facilitate staff leadership involvement.
  • Assist with oversight of all areas of operation of the Comptroller to the BoCC including; maintaining the primary accounting system in accordance with generally accepted accounting principles, Florida Statutes and BoCC approved policies.
  • Responsible for specific oversight of Fixed Asset procedures, records and reporting.
  • Responsible for specific oversight of Grant procedures, records and reporting.
  • Assist in scheduling and coordinating the performance of the independent audits of the BoCC's financial statements.
  • Assist in the scheduling, coordinating and preparation of the County's financial statements, reports and supplemental schedules as may be required by the contractual agreements and/or state regulations.
  • Plan, monitor and schedule projects in all areas of division as assigned by the Senior Accounting Manager.

Minimum Skills / Qualifications:
  • Bachelor’s degree in Accounting from an accredited four-year college or university or a minimum of four (4) years direct experience in governmental accounting or auditing. Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) preferred.
  • Three (3) years of experience in a supervisory or management capacity preferred.
  • Knowledge of generally accepted accounting principles (GAAP) applicable to state and local governments, including standards issued by the Governmental Accounting Standards Board (GASB), applicable Florida Statutes, and Florida Department of Financial Services rules and guidelines governing governmental accounting and financial reporting.
  • Experience preparing or contributing significantly to an Annual Comprehensive Financial Report (ACFR).
  • Ability to read, analyze, and interpret documents such as grant agreements, government regulations, accounting promulgations, and technical procedures.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to manage multiple tasks and changing priorities while meeting critical deadlines.
  • Ability to create and follow detailed procedures through multi-step processes.
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
  • Ability to solve practical problems involving several concrete variables in standardized and abstract situations.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to work with staff as a leader of a team and to work with other team leaders and administration in a supportive, productive, cordial, cooperative and positive manner.
  • Ability to remain flexible, maintain attention to detail as conditions change and continue effective performance in the face of additional challenges.    
  • Strong working knowledge of PCs and advanced skills related to software such as spreadsheets, databases and word processing.
  • Ability to make good decisions.
