Manager, Integrated Care Strategic Partnerships

Job Summary:

The Manager, Integrated Care Strategic Partnerships leads the business-level vendor optimization, business process governance, and program-specific partnership strategy to enable compliant, high-performing third-party partnerships across the organization. This role designs and advances governance frameworks, policies, controls, workflows, and performance management capabilities; translates Integrated Dual Eligible and Long-Term Services and Supports (LTSS) program needs into coordinated vendor strategies; and partners with cross-functional leaders to support operational performance, new business, market growth, and regulatory readiness. The position drives continuous improvement, strengthens accountability, reduces operational and compliance risk, and improves vendor, program, and member outcomes.

Essential Functions:

• Design, implement, and continuously enhance enterprise vendor governance frameworks, policies, procedures, controls, and operating standards aligned with Managed Care Organization regulatory and contractual requirements
• Lead the development and execution of Integrated Care vendor strategy across Dual Eligible, D-SNP, LTSS, and integrated care operations, aligning vendor partnership capabilities, capacity, performance expectations, and investment decisions with program priorities and market needs.
• Build and maintain an integrated vendor partnership portfolio view for Integrated Care Programs, including purpose, scope, contract dependencies, implementation status, capacity, cost, service-level commitments, quality measures, risks, and business ownership.
• Partner with Integrated Care Program, LTSS, Clinical Operations, Market, Finance, Legal, Compliance, Procurement, Strategic Sourcing, Information Technology, Human Resources, and other leaders to translate business needs into scalable vendor solutions and governance requirements.
• Lead governance committee and vendor review operations, including agenda development, stakeholder alignment, decision materials, documented outcomes, action tracking, and escalation follow-through.
• Collaborate and partner with enterprise Strategic Sourcing and Vendor Performance to identify priority contracts, emerging risks, performance trends, capacity constraints, and opportunities requiring governance review or executive action.
• Establish and maintain vendor performance scorecards and management routines that monitor service levels, quality, productivity, timeliness, financial performance, compliance, member impact, implementation readiness, and corrective action progress.
• Lead vendor demand, capacity, and resource planning for Integrated Care Programs, including assessment, care management, care plan, member outreach, provider, technology, and operational support needs.
• Coordinate vendor onboarding and operational readiness across contracting, staffing, equipment, system access, training, workflow integration, data exchange, reporting, and go-live activities; identify barriers and drive resolution.
• Develop and maintain governance playbooks for vendor selection support, implementation, performance management, issue escalation, remediation, transition, renewal, expansion, and offboarding.
• Identify, track, and escalate contract execution or vendor engagement outside established contracting and governance processes; drive remediation and strengthen preventive controls.
• Own and maintain the Vendor Governance charter to clarify decision rights, accountability, governance cadence, escalation pathways, and stakeholder expectations.
• Assess current-state business processes, identify gaps and variation, and lead future-state process design to improve consistency, efficiency, control effectiveness, and stakeholder experience.
• Use structured process improvement and project management methodologies to define problems, analyze root causes, prioritize solutions, implement changes, and monitor sustained outcomes.
• Drive continuous improvement of vendor partnerships processes, tools, data, reporting, and performance metrics to increase transparency, speed, standardization, and accountability.
• Monitor and operationalize regulatory, accreditation, contractual, and policy changes affecting vendors and Integrated Care Programs; coordinate impact assessments, implementation plans, controls, documentation, and required approvals.
• Maintain and mature new business, merger, acquisition, and market implementation playbooks for Strategic Sourcing, Vendor Performance, and Integrated Care Program vendor readiness, ensuring repeatable execution and regulatory preparedness.
• Drive completion of playbook deliverables within defined timelines by coordinating cross-functional workstreams, managing dependencies, and ensuring accountability for activities not managed by the Implementation Management Office.
• Provide project leadership for vendor and process implementation activities not managed by the centralized project management office, actively managing scope, timelines, risks, issues, decisions, dependencies, and stakeholder alignment.
• Provide coverage and support for regulatory submission activities, as needed, coordinating vendor documentation, evidence, reviews, and approvals to support timely and accurate state-required filings.
• Provide leadership for the operational business Vendor Workstream within the Vendor Disability Advocacy Council, advancing actionable initiatives and measurable outcomes.
• Represent Integrated Care Vendor Governance and Integrated Care Vendor Strategy in routine forums and enterprise committees, influencing decisions and promoting consistent governance practices across the organization.
• Prepare concise executive-level reporting, recommendations, decision materials, and escalation summaries regarding vendor portfolio health, program impacts, risks, performance, capacity, and investment needs.
• Perform any other job related duties as requested.

Education and Experience:

• Bachelor''s Degree in in business administration, healthcare administration, supply chain, project management, operations, or a related field required
• Equivalent years of relevant work experience may be accepted in lieu of required education
• Five (5) years experience in vendor management, vendor governance, business process improvement, healthcare operations, program management, strategic sourcing, or a related discipline. required
• Demonstrated experience leading cross-functional initiatives, vendor implementations, governance forums, performance improvement, and executive reporting required
• Experience supporting Medicaid, Medicare, Dual Eligible, D-SNP, LTSS, managed care, or other government-regulated healthcare programs preferred
• Experience interpreting and operationalizing regulatory, contractual, accreditation, or compliance requirements preferred

Competencies, Knowledge and Skills:

• Strong knowledge of vendor governance, third-party risk, contract lifecycle, performance management, and operational controls.
• Knowledge of Integrated Dual Eligible programs, D-SNP, Medicaid, Medicare, LTSS, managed care operations, and member-centered integrated care models.
• Demonstrated ability to connect enterprise vendor strategy with market-specific operational, regulatory, clinical, and member needs.
• Advanced business process analysis, root-cause analysis, workflow design, continuous improvement, and change management skills.
• Strong project and program management skills, including planning, risk and dependency management, governance, implementation, and sustainment.
• Ability to analyze vendor performance, cost, capacity, quality, compliance, and operational data and translate findings into actionable recommendations.
• Excellent executive communication, facilitation, negotiation, stakeholder management, and relationship-building skills.
• Ability to influence without direct authority and drive accountability across internal teams and external partners.
• Strong organizational skills with the ability to manage multiple priorities, urgent escalations, and complex cross-functional dependencies.
• High proficiency with Microsoft Office applications and enterprise tools used for project, workflow, contract, reporting, and vendor management.

Licensure and Certification:

• Project Management Professional (PMP), Lean Six Sigma, Certified Professional in Supply Management (CPSM), or comparable certification is preferred

Working Conditions:

• General office environment; may be required to sit or stand for extended periods of time
• May be required to work additional hours and/or outside normal business hours as needed to meet deadlines.
• Flexible hours, including possible evenings and/or weekends as needed to serve the needs of our members and may refer members to other CareSource resources.
• Potential travel, as needed
• Up to 15% (occasional) travel based on the needs of the department may be required

Compensation Range:

$83,000.00 - $132,800.00

CareSource takes into consideration a combination of a candidate's education, training, and experience as well as the position's scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance.
