SUMMARY:

  • Supports the Director of Safety for Light Rail by overseeing all ASM activities critical to the safety of Light Rail Operations and the entire agency. Key responsibilities include conducting comprehensive facility inspections, managing rigorous audit activities, and ensuring compliance with regulatory safety requirements.

ROLES & RESPONSIBILITIES:

  • Conduct audits and inspections of Light Rail Operations equipment, tools, work practices, and chemicals/hazardous substances.
  • Ensure compliance with established safety, industrial health/environmental, and operating programs, procedures, and rules and recommend changes to policies and procedures as necessary.
  • Assess departmental, line, and facility safety practices to ensure adherence to Federal, State, and local regulations, including OSHA, FRA, FTA, FMCSA, and NJ TRANSIT rules and procedures and coordinate with external regulatory agencies as required.
  • Perform annual reviews of all Risk Rating Assessments and Safety Risk Management Mitigation Processes.
  • Conduct in-depth analyses of all accidents and incidents resulting in injury or safety/operating rule violations, review and analyze investigation reports of defects and hazards using the Hazard Identification/Resolution Process (MIL Std. 882E).
  • Maintain databases for accidents/incidents, employee/customer injury events, Hazard Identification/Resolution Processes, Corrective Action Plans, and State Safety Oversight information requests.
  • Assist in the development, evaluation, and field testing of Personal Protective Equipment for Light Rail Operations.
  • Analyze Federal, State, OSHA, FRA, FTA, and FMCSA regulations pertaining to safety and health to ensure compliance.
  • Review all Rail Transit Agency (RTA) final accident/incident reports to ensure accuracy and provide concurrence for submittal to the State Safety Oversight Agency (SSOA).
  • Review and comment on RTA's Agency Safety Plan (ASP) to ensure regulatory compliance with FTA and SSOA standards.
  • Assist in the performance of OSHA, FRA, FTA, and FMCSA required safety training as directed.
  • Respond to safety emergencies as required and serve as a Duty Officer while "on call."
  • Input reportable events into the FTA National Transit Database (NTD) and submit monthly reports as required.
  • Participate in NJ TRANSIT Emergency Operation Center (EOC) coverage as needed.
  • Complete any other safety-related projects as assigned by the Director of Light Rail Safety.

EDUCATION, EXPERIENCE & QUALIFICATIONS:

  • Bachelor's degree in Safety Science or related area or equivalent or (4) years of regulatory training and/or fleet safety management experience.

KNOWLEDGE & SKILLS:

  • Working knowledge of applicable Federal, State, Department of Transportation (DOT), OSHA, FRA, FTA, FMSCA and regulations.
  • Strong interpersonal, verbal, and written communication skills required.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • OSHA 30-Hr. General Industry Training - Desirable
  • Transit Safety and Security Program (TSSP) -Desirable
  • Incident Command System Training (ICS) - Desirable
  • Public Transportation Safety Certification Training Program (PTSCTP) - Desirable
  • Valid Drivers License

PHYSICAL DEMANDS:

  • Physical demands require travel to visit locations, walking around facilities interior and exterior which may contain uneven surfaces and other hazardous conditions.
  • Environmental conditions may also exist that require donning of appropriate PPE and implementation of other appropriate safety mitigations.
