Job Summary

The Manager, Long-Range Planning supports Metro's long-range planning and scenario analysis efforts by developing concepts, resources, and implementation plans for capital and operating transit projects. The role focuses on analyzing future conditions, tradeoffs, and implementation readiness to inform leadership decision-making related to sustaining and evolving the Metro transit system over a three- to ten-year outlook.

Job Responsibilities

• Collaborates regularly with other Agency staff (especially but not limited to staff from Planning & System Development, Economic Development, and Program Development/Engineering Systems)
• Coordinates with external organizations, service agencies, and the general public to support initiatives that meet shared goals of improving mobility options for various demographic and socioeconomic populations in the region
• Supports and maintains working relationships with civic, community, local government, philanthropic, and private stakeholders to share data and build services/programs that meet partner needs
• Participates in interagency and technical discussion, coordinating with agency leadership as needed.
• Supports and coordinates major planning projects, leading analytical components of service enhancement projects, including: customer and community engagement, service scenario development/alternative analyses, and final recommendation reporting and presentation delivery.
• Develops and applies scenario planning tools to evaluate service, capital, and policy alternatives under varying future conditions, clearly articulating tradeoffs, risks, and implementation considerations for leadership.
• Supports integration of TitleVI, equity, and environmental justice considerations into long-range and scenario planning efforts, including analysis of potential disparate impacts and benefits associated with proposed service or capital alternatives
• Meets with local officials and community groups to determine service needs, then develops and recommends service solutions to fulfill local demand in a cost-effective manner
• Working closely with Metro staff and community partners, supports development and evaluation of capital enhancement projects including place-making, service expansion, and multimodal infrastructure investments
• Teams with Bi-State Development staff and external partners on transit-oriented development (TOD) initiatives and projects
• Collaborates with Metro staff and planning partners to develop and provide regular updates of Metro's long-range planning activities
• Supports identification of new opportunities and supports grant development and resource planning efforts (e.g. - grants, funding, personnel) needed to implement operational projects and capital enhancements
• Tracks and supports project implementation to ensure they meet Agency goals

Knowledge, Skills, and Abilities

• Strong knowledge of transit planning, including service and capital planning, long-range strategy, scenario planning, and transit-oriented development (TOD)
• Understanding of Title VI, equity, and environmental justice considerations, and their application in planning and decision-making
• Knowledge of community engagement practices and regional mobility needs across diverse populations
• Proven ability to lead cross-functional teams and manage consultants in delivering complex planning projects from concept through implementation
• Strong analytical and problem-solving skills to develop service scenarios, evaluate alternatives, and provide data-driven recommendations, including clear articulation of trade-offs and risks
• Effective communication and presentation skills, with the ability to convey complex concepts to leadership, stakeholders, and the public
• Demonstrated ability to build and maintain collaborative relationships with internal teams, external partners, and community stakeholders
• Ability to engage with community groups and local officials to identify needs and develop cost-effective, customer-focused service solutions
• Strategic mindset to support ridership growth, improve customer experience, and align initiatives with organizational goals
• Experience supporting funding strategies, including grant development and resource planning for operational and capital initiatives
• Ability to coordinate across agencies, support interagency discussions, and track project implementation to ensure alignment with strategic objectives
