Description

We are seeking a Manager, Licensing, Insurance & Operational Compliance to join our New Homes division. This role serves as the strategic owner of contractor licensing compliance, insurance administration, operational risk management, and closing support operations across multiple jurisdictions. The position is responsible for building and scaling enterprise-level compliance programs, mitigating operational and financial risk, and driving process optimization initiatives that support national business growth. This individual will lead the development and governance of licensing, insurance, and operational compliance frameworks while partnering cross-functionally with Legal, Finance, Operations, Project Management, and executive leadership. The ideal candidate is a highly analytical and solutions-driven operational leader with expertise in regulatory compliance, risk management, and process improvement within the solar, construction, or infrastructure industries.

This role requires strong leadership capabilities, executive-level communication skills, and the ability to independently manage complex multi-state operational programs in a fast-paced, high-growth environment. This position will be remote and based in Florida.

RESPONSIBILITIES

Licensing Compliance and Insurance Operations (Primary Focus): 
  • Lead enterprise-wide contractor licensing strategy and compliance operations across all applicable jurisdictions.
  • Develop and implement scalable compliance programs, governance frameworks, and operational controls that support business expansion and reduce regulatory risk.
  • Serve as the primary subject matter expert and escalation point for all licensing compliance matters.
  • Monitor regulatory changes and proactively implement policy, process, and operational updates to ensure ongoing compliance.
  • Partner with Legal, Operations, Finance, and external regulatory agencies to resolve complex compliance issues and mitigate business risk.
  • Establish executive-level reporting and KPI tracking related to licensing status, operational readiness, and compliance performance.
Insurance and Risk Management 
  • Oversee administration and strategic management of corporate and project-specific insurance programs, including general liability, workers’ compensation, builder’s risk, and subcontractor compliance.
  • Partner directly with insurance brokers, carriers, Legal, and Finance teams to evaluate coverage structures, contractual obligations, and operational risk exposure.
  • Review contracts and identify insurance, compliance, and operational risks while recommending mitigation strategies.
  • Lead subcontractor insurance compliance initiatives, including governance and validation of Certificates of Insurance (COIs).
  • Support internal audits, risk assessments, and operational readiness initiatives by maintaining compliant documentation and reporting standards.
Closing Support (Secondary / As Needed):
  • Provide leadership support across Closing Operations during periods of increased volume, escalations, or business-critical initiatives.
  • Drive operational efficiency initiatives that improve closing timelines, customer experience, and project completion metrics.
  • Partner with leadership to standardize workflows, improve cross-functional alignment, and enhance operational scalability.
  • Develop and maintain SOPs, workflow documentation, operational dashboards, and reporting tools to support continuous improvement initiatives.
Process Improvement& Operational Leadership
  • Lead cross-functional operational improvement projects focused on automation, scalability, compliance, and risk reduction.
  • Analyze operational data and performance metrics to identify bottlenecks and implement process optimization strategies.
  • Promote accountability, operational excellence, and organizational alignment through effective communication, leadership, and training initiatives.
  • Support organizational growth initiatives and strategic business objectives through operational leadership and process governance.

REQUIRED QUALIFICATIONS

  • Bachelor’s degree required; advanced degree, paralegal certification, or professional compliance/risk certification preferred, with a minimum of 8–10+ years of professional work experience including 7+ years of progressive work experience in licensing compliance, operational risk management, insurance administration, regulatory operations, or related functions.
  • Proven experience managing multi-state compliance programs and operational governance frameworks.
  • Strong background in insurance administration, contract review, and risk mitigation strategies.
  • Demonstrated experience leading cross-functional operational initiatives and driving scalable process improvements.
  • Experience presenting operational updates, risk assessments, and compliance strategies to senior leadership.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage competing priorities independently.

PREFERRED QUALIFICATIONS

  • Renewable energy, solar, construction, infrastructure, or utilities industry experience.
  • Experience supporting national operations or high-growth organizations.
  • Background in operational leadership, compliance program development, or enterprise risk management.
  • Experience developing SOPs, governance structures, KPI dashboards, and scalable operational workflows.
  • Familiarity with project closeout, operational compliance audits, and contractor/vendor management.
