    Leads the financial planning, budgeting, and financial compliance for capital projects. This position ensures effective allocation of financial resources, defines process around financial reporting and compliance with financial policies and procedures. The role is responsible for analyzing annual, quarterly and off-cycle capital investment opportunities, providing detailed financial models, and delivering insightful recommendations to executive leadership. This position collaborates with cross-functional teams to monitor project performance, and drive data-informed decision-making.

    • Bachelor's degree in finance or other relevant area of study.
    • Minimum five to seven years of business experience analyzing and interpreting data, using financial modeling, and making fact-based recommendations.
    • Excellent financial modeling and forecasting skills.
    • Experience with complex financial systems and database management.
    • Ability to manage large amounts of data and clearly identify, report and present key findings.
    • Demonstrated experience in supporting key operational decisions with high-quality financial analysis.
    • In-depth knowledge of spreadsheet packages (Excel) and standard desktop applications (Word, PowerPoint).

    Key Accountabilities

    Description

    Capital Budget Planning and Management

    • Develop and manage the organization's annual, and quarterly capital budgeting processes, including forecasting, allocation, and recommended approval of capital expenditures for Board of Trustees vote. Partnering with both the CFAO and the VP of Facilities, ensures alignment of capital projects with strategic goals and financial objectives.
    • Manage and execute Phases and Gates capital project delivery process and guidelines.
    • Manage and implement capital budget systems to improve collection, calculations, reporting, and decision making.
    • Responsible for all capital reserve analysis, including analysis of funding options for capital projects in partnership with the Treasury department.
    • Support the annual operating and capital budgets and long-range financial planning processes with insightful financial analysis, sound assumptions and estimates, and firm recommendations.
    • Display a deep understanding of all the sources of funding including reserves, external and internal debt, and gift funding; must be able to identify, report, and explain to campus constituents the different capital and operating impacts of each funding source.

    Committees and Board Preparation

    • Collaborate effectively with financial and non-financial staff across the institution in the gathering, modeling, and analysis of financial and operational data relating to capital, funding and operating impacts (renewal and O&M) to prepare for annual, quarterly and off cycle board and committee meetings and votes.
    • Participate in cross-functional teams by assuming an active, collaborative role. The expectation is that this role will partner with all areas of Campus Services to ensure proactive management of capital funding, reserve analysis and Board votes.
    • Represent Campus Services at meetings, activities, and working groups relating to Capital projects and Reserve analysis.
    • Provide stewardship of financial documents and agreements and ensure security and confidentiality of sensitive information and materials.
