    Description

    Overview:

    Under the direction of the CNO, the Manager of Emergency Department (ER) assures service development personnel management and resource allocation and management controls in order to ensure consistent high quality patient care in the Emergency Unit. The Manager of the Emergency Department assumes 24 hour administrative responsibility for the management of all critical care nursing service functions. Supervises, assesses, plans, implements and evaluates the delivery of patient care. Develops and implements the department's plans including performance improvement activities and compliance with current regulations. Responsible for the Emergency Disaster Preparedness program in the unit. 

    Responsibilities:
    1. Demonstrates the ability to communicate the hospital’s mission, vision and values, as well as departmental goals, to all staff.
    2. Provides leadership and guidance to other leaders and staff in goal setting, problem solving, resource management, and outcome achievement.
    3. Defines performance objectives and metrics for the department and assesses the level of competence of staff in a timely manner.
    4. Demonstrates a commitment to a healthy work environment by modeling the desired behaviors and encouraging those in others. 
    5. Demonstrates the ability to cope with and manage change, as well as help others do the same.
    6. Collaborates with other departments to create systems and problem solve ongoing issues that impact departmental/organizational goals and/or patient care delivery.
    7. Demonstrates fiscal accountability for department resources and the ability to achieve outcomes within allocated resources. 
    8. Incorporates quality improvement data and/or patient satisfaction data into departmental goals.
    9. Demonstrates a clear understanding of regulations applicable to patient care and/or other department functions. 
    10. Defines standards of the Emergency department and develops processes to measure and ensure consistent compliance.

    11. Develops, implements, and evaluates an ongoing ER program which assures quality patient care consistent with the Hospital mission.
    12. Monitors compliance with regulatory, accrediting and hospital policy for patient services, and environmental and personnel safety.
    13. Oversees a PI program that consistently monitors and evaluates critical aspects of care.
    14. Oversees patient satisfaction in the ER department.
    15. Accurately identifies real/potential problems affecting the service and implements solutions with follow-through and communication.
    16. Participates in preparation of the ER department budget for nursing department and assists nurse managers with management of approved expenditures.

    17. Serves as a resource to nurses and house supervisors within and across service lines.

    18. Fosters a service which is consistent with the patient care beliefs and Shared Management philosophy of the Department.

    19. Actively participates in service, departmental and hospital-wide committees as assigned, providing ongoing communication to those one represents.

    20. Seeks new program strategies and/or program enhancements which would expand patient services.

    21. Coaches immediate subordinates provide feedback; constructive critique of work; facilitates the development of their problem-solving and decision making skills; and documents their job performance annually.

    22. Follows progressive disciplinary action process (or oversees subordinates in doing so) in order to maintain productivity and/or performance standards.

    23. Completes an operational budget that reflects required workload, forecasted units of service, and programmatic changes.
    24. Monitors budget expenditures as reflected in accurate, objective variance analysis.
    25. Develops, prioritizes and defends a capital equipment budget in collaboration with the service's medical chairman and nurse managers.
    26. Is responsible for department’s operational excellence; ensures department delivers quality services in accordance with applicable policies, procedures and professional standards.
    27. Manages human resources to assure quality services and promote positive employee relations.
    28. Is responsible for the fiscal management of the department; assures proper utilization of organization’s financial resources.
    29. Effectively communicates departmental, organization and industry information to staff.
    30. Attains all agreed to goals and objectives within specified time frames, as part of the organization’s overall mission.
    31. Attends all required Safety Training programs and can describe his/her responsibilities related to general safety, department/service safety, specific job-related hazards.
    32. Follows the Hospital Exposure Control Plans/Bloodborne and Airborne Pathogens.
    33. Demonstrates respect and regard for the dignity of all patients, families, visitors and fellow employees to ensure a professional, responsible and courteous environment.
    34. Promotes effective working relations and works effectively as part of a department/unit team inter- and intradepartmentally to facilitate the department's/unit's ability to meet its goals and objectives.
    35.  Disaster and Emergency Preparedness

      Responsible for ensuring that all of the Disaster and Mass Casualty requirements are met as required by our HRSA Grant and ensuring we are all educated and officially trained as required for Disaster preparedness.
    36. Participates in departmental project management, assuming a leadership role as warranted, in order to equitably assume these responsibilities with peer directors.
    37. Interprets/represents the practice and role of the Nursing Department to allied health care professionals and physicians effectively.

     

     

    Qualifications:
    • ADN (Associate Degree in Nursing)
    • BS in Nursing preferred
    • MS desired (in administrative services  preferred)
    • 2 to 5  years of Emergency Room experience with progressive management responsibility is desired
    • 2 to 5 years in an administrative management role desired, preferably with a volume greater than 25,000 visits/year in a hospital Emergency department.
    • Active California Registered Nurse license
    • ACLS, BCLS, NRP, PALS, MAB and Basic Dyshythmia Cert preffered
