Manager of Residential & Recovery Services

JOB SUMMARY

The Manager of Residential & Recovery Services provides operational and programmatic leadership for Community Support Residential (CSR), Psychosocial Rehabilitation (PSR), Drop-In Center, Peer Support, and other recovery-focused services.

This position is responsible for creating a strong recovery-oriented and peer-driven culture that promotes independence, community integration, wellness, employment, education, life skills, self-advocacy, and meaningful participation in the community.

The Manager oversees staff leadership, peer-led programming, program census and engagement, referrals, documentation, outreach, community partnerships, quality, and overall program sustainability.

JOB DUTIES

• Provide administrative and operational oversight of CSR, PSR, Drop-In Center, Peer Support, and other assigned recovery programs.
• Supervise, coach, and hold program supervisors and leaders accountable for staff performance, service quality, census, documentation, and outcomes.
• Promote person-centered, trauma-informed, strengths-based, and recovery-oriented services.
• Lead the development and expansion of peer support and peer-led programming.
• Support the recruitment, development, supervision, retention, and advancement of Peer Support Professionals and Certified Recovery Support Specialists (CRSS).
• Ensure peer staff maintain the unique role of lived experience while adhering to appropriate professional boundaries and program expectations.
• Develop meaningful recovery programming focused on independent living, employment readiness, education, wellness, social skills, financial literacy, self-advocacy, and community integration.
• Monitor CSR occupancy, vacancies, admissions, discharges, safety, and successful transitions toward greater independence.
• Monitor PSR enrollment, attendance, group participation, and program utilization.
• Increase Drop-In Center participation through engaging recovery, social, educational, wellness, and peer-led activities.
• Create opportunities for clients and peers to participate in program planning, advisory councils, leadership, volunteering, and quality improvement.
• Oversee referrals from initial referral through enrollment and ongoing engagement.
• Develop outreach and referral partnerships with hospitals, behavioral health providers, housing programs, shelters, employment programs, community organizations, and other agencies.
• Monitor required residential, PSR, Peer Support, and program documentation and collaborate with licensed clinical leadership when clinical review is required.
• Ensure services align with treatment and recovery goals identified through the IM+CANS and treatment planning process.
• Monitor census, participation, staff productivity, service utilization, and billable services where applicable.
• Collaborate with Intake, Quality, Billing, Finance, clinical leadership, and senior leadership to improve program performance and sustainability.
• Identify new community partnerships, funded opportunities, and recovery-focused programming that expand services and opportunities for clients.

QUALIFICATIONS

Required:

• Master’s degree in Social Work, Counseling, Psychology, Human Services, Behavioral Health, Rehabilitation Counseling, or a related field.
• Strong leadership, program development, community partnership, staff development, and performance management skills.

Preferred:

• Clinical licensure; however, licensure is not required unless required by applicable program regulations.
• Five (5) years of behavioral health, residential, rehabilitation, peer support, or community mental health experience.
• Three (3) years of supervisory, management, or program leadership experience.
• Demonstrated experience with peer support, recovery-oriented services, peer-led programming, or CRSS workforce development.
• Experience with serious mental illness, residential services, PSR, Drop-In Centers, or community-based recovery services.

Occupational Risk for Exposure to TB:

There is an occupational risk for exposure to TB, as this position involves extensive community and patient contact. Employees in this role are required to comply with annual TB testing as part of workplace health and safety protocols. The only acceptable exceptions to this requirement are documented medical contraindications or religious objections. Employees who decline TB testing will be required to wear a mask when deemed necessary.
