Northrop Grumman Aeronautics Systems has an exciting opening for the Manager Program Control 2 to join our team of qualified, diverse individuals within our sector. This leadership role is located in El Segundo, CA and be onsite daily.

This is a demanding role with diverse types of contracts in a challenging, fast-paced environment. The Program Control Manager will lead, supervise, and train a team of cost analysts responsible for Resource Mgmt on the team including; discretionary investment funding analysis, program financial analysis, internal and external audit preparation, and Enterprise tool deployment. The Manager is also responsible for providing functional oversight of the Cost Management department, including engagement, staffing, and employee development. Specific duties and responsibilities will include, but are not limited to the following:

  • Provide Direct Supervision activities, including day-to-day operations for division Capital, Indirect and Non-Contractual Technical Activity (NCTA) projects to include Marketing and Sales (M&S), Bid and Proposal (B&P), and Independent Research and Development (IRAD).
  • Develop employee skills and evaluate employee performance on assigned responsibilities, including capital, NCTA and Indirect activities including: color of money rules, time phasing of the tasks, developing and documenting spend baseline and forecast spend plans, monthly performance measurement, estimate to complete and estimate at complete (ETC & EAC) analysis and updates as well as and variance analysis research and reporting with special attention to Capital Forecasting with a focus on Major Subcontracts, Facilities and General Procurement (GP) developing and reviewing EAC''s; incorporation of changes into the system to maintain Major Subcontract/GP cost and schedule accuracy.
  • Oversee employee's deliverables including weekly reporting of actuals, variance explanations to management, coordinating IWOs, coordinating and tracking material open commitments, etc.
  • Ensure analysts are identifying pressures and opportunities, and developing recovery plans as required as well as developing monthly presentations and briefing leadership at various levels.
  • The team will support the development of the consolidated Long Range Strategic Plan (LRSP) and Annual Operating Plan (AOP) for Discretionary Investments.
  • Leading the Enterprise audit preparation for internal and external reviews including coordinating with the other cost managers, organizing data deliveries for audits and checking the health of the program with the Earned Value Sector team.
  • Collaborating with the Sector Tools Team for deployment of Cost and Schedule Mgmt tools to the Enterprise. This includes testing functionality, communicating enhancements/bugs, and working with the over group to ensure tool success.

Basic Qualifications:

  • Bachelor's Degree from an accredited university and 7 years Finance/Business Management work experience or Master''s Degree with 5 years Finance/Business Management work experience

  • Experience developing and presenting business strategies, financial information, and risk assessments to leadership teams

  • Experience in leading Government Audits by both internal and external auditors

  • Active U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company.

  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance, within a reasonable amount of time as determined by business needs.

  • Proficiency in Microsoft Office Suite (Excel, Word, and PowerPoint)

Preferred Qualifications:

  • Degree in Finance, Accounting, Economics, or Business-related discipline
  • Expertise in financial analysis
  • Demonstrated ability to effectively manage multiple activities concurrently, able to quickly adapt to multiple demands, shifting priorities, and rapid changes.
  • Knowledge of EVMS/FAR/DFARS

Primary Level Salary Range: $146,600.00 - $219,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate''s experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
