Manager, School Safety

Position Summary

The Manager, School Safety will support the vision for Camden City School District by ensuring that all students safely arrive to school, are in a learning environment that is safe and conducive to learning and arrive back to their homes safely. The Manager, School Safety is responsible for supporting the implementation of the vision and strategy that will guide the district's security, safety and preparedness approach. The Manager, School Safety will play an integral role in supporting the following work streams: reduction of violence and disciplinary infractions, security procedures and operations, building/campus safety plans, management and training of security officers and other members of the school community.

Minimum Requirements

  • Bachelor's degree preferred from a State of New Jersey recognized accredited college or university
  • At least 3 years of experience leading a team, preferably a team of security personnel in an urban high-traffic environment, in a role providing safety support to youths
  • Successful completion of significant security-related training and professional development, including district and school emergency planning, conflict resolution and mediation, role modeling and ethics and promoting and maintaining safe environments in and around our schools
  • A valid driver's license as well as current insurance and vehicle with valid registration
  • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status

Preferred Qualifications

  • Preferred SORA Certificate (Security Officer Registration Act) or ability to obtain in 2 year period.

Role & Responsibilities

Major responsibilities of the role include, but are not limited to:

School Security Officer Management

  • Manages a team of school-based security officers across a network of schools through strategic assignment of officers to schools, evaluation, walkthroughs, feedback, coaching, check-ins, team meetings and other management best practices
  • Leads design and facilitation of professional development and training of school-based security officers in state of the art best practices and ensures strong fidelity of implementation of key school safety policies and procedures across the team
  • Regularly visits school buildings and surrounding communities to ensure that school security officers are performing at a high level, security drills are conducted with fidelity, and that security procedures and equipment are being properly utilized; the Manager, School Safety should expect to spend a significant portion of their work time in the field in schools
  • Interfaces with police district commanders to facilitate strong working relationships at each school
  • Thought partners and collaborates with fellow School Safety team members to share knowledge, exchange best practices and provide coverage for team members as needed

School Safety Team Support

  • Regularly analyzes district-wide and school level incident data to recognize successes, uncover challenge areas, identify trends and craft actionable, concrete steps towards making systemic improvements to the work
  • Collaborates closely with the Senior Director of School Safety to ensure that the School Safety team culture is positive, productive and focused on providing outstanding support to Camden's schools to ensure that all of the city's students receive an excellent education
  • Tracks security and safety issues and makes evidence-based recommendations to update and revise school safety actions, plans and initiatives by assessing and analyzing real-time incidents and developments
  • Provides professional development for Principals and other school staff responsible for executing school safety plans

Supporting Key School Safety Strategic Initiatives

The following represent examples of key strategic initiatives that the Manager, School Safety will support. These strategic initiatives will likely evolve over time as the district continues to implement and adjust its strategic plan to improve the safety and security of students in and outside of their schools.

  • Improving Security Technology

  • Supports the implementation of new technology solutions and establishment of policies and procedures to train security officers in leveraging technology to strengthen secure access to facilities and improve safety across the district

  • Crafts and executes a plan to increase the availability of identification cards across the district, implement card swipe or biometric access systems to improve building access security and increase use of surveillance cameras

  • Data Analysis

  • Designs and implements robust school safety data collection systems and processes within the district's central office and across all schools, including following up with school-based staff to collect missing data and verify the accuracy of information

  • Ensures high degree of fidelity and accuracy in all state and district reporting regarding school safety and violence, including but not limited to EVVRS violence and vandalism state reporting and incident reporting through the district's student data information system

  • Leads data reporting efforts for the Office of School Safety for internal and external stakeholders (e.g. Superintendent, Advisory Board, state officials, and other key individuals) to promote data-driven decision-making on policy and ensure transparency

  • Safe Corridors Program Management

  • Ensures successful, high-quality implementation of the district's Safe Corridors program to provide all of Camden's students access to safe routes to and from their schools; surfaces successes, challenges and new strategies to continuously improve the program over time

  • Communicates regularly with the Camden County Metro Police department, City Hall officials and other local agencies to ensure a strong and united cross-organizational partnership on the Safe Corridors program

  • Leads ongoing engagement, outreach and communication with the Camden community (e.g. students, families, municipal, faith-based and community organizations) to increase awareness and participation with the revitalized Safe Corridors program

  • Supports projects and initiatives in other divisions and departments throughout CCSD on an as-needed basis

  • Performs other duties as assigned by the Supervisor or Supervisor's designee

Terms of Employment

Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable agreements.

Evaluation

Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership procedures.

Reports To: Senior Director - School Safety

Supervises: School security officers at a network of Camden's schools

Work Year: Twelve (12) Months

Classification: Non-Affiliated

Minimum Starting Salary: $90,000.00

Maximum Starting Salary: $115,000.00

Residency Requirement

Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011 are exempt from this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
