Duties

Help

Provides leadership and supervision to the Technology Resilience Section staff by developing work plans, assigning projects, tasks, resources, deadlines, and priorities to staff; monitors work progress, adjusts schedules and updates status of work on a regular basis. Interviews and trains personnel; makes recommendations for hiring, disciplinary, and other personnel actions. Manages all technology resilience infrastructure and capabilities, including Satellite Communication (SATCOM), Mobile Communication Vehicle (MCV), and Radio Infrastructure, to ensure the integrity and availability of the Senate's contingency operations. Maintains and reports situational awareness of procurement avenues; provides escalation troubleshooting support; coordinates regular functional testing and ensures timely updates to documentation. Provides leadership in the research and development of new continuity related technology areas; recommends tactical and strategic plans for the Senate continuity networks and services. Researches and performs engineering studies in conjunction with special projects assigned to the section. Manages and coordinates technology resilience tabletops, exercises, and drills with internal and external stakeholders. Oversees the development, implementation, and execution of training exercises to ensure IT and Mobile Communication Vehicle readiness for Continuity of Operations (COOP), Continuity of Government (COG) and Disaster Recovery initiatives. Researches, prepares, and tests the SAA disaster recovery plan for the CIO Organization. Oversees the research and development of the next generation infrastructure for the Senate's Secure and Mobile Communications infrastructure, in support of the secure communications and networks that support the Senate's business mission, information technology functions and services. Other duties as assigned.

Required Work Experience

  • Eight to ten years of experience in information technology management.

Required Special Skills/ Knowledge

  • As part of our hiring process, we may conduct a skills assessment to better understand an applicant's proficiency in key areas relevant to the role.
  • In depth knowledge of network technologies and protocols, primarily TCP/IP and IP-based network communications.
  • Extensive experience with handheld and mobile radio technologies, satellite communications, and/or Mobile Communication Vehicle (MCV) implementations and/or deployments.
  • Knowledge of capabilities and requirements of various computer platforms in centralized, distributed, and client server and stand-alone operating environments.
  • Knowledge of project management principles and practices; ability to set goals and to plan, monitor and evaluate project or contract budgets; ability to organize and coordinate resources to achieve project and organizational goals and objectives efficiently and effectively.
  • Recommends, manages, and supervises staff recruitment, training, and evaluation processes.
  • Knowledge of current industry best practices for business continuity, resiliency, and recovery.
  • Ability to plan, manage, and supervise various COOP exercises and events.
  • Ability to evaluate and make recommendations for adoption and implementation of new and innovative technologies.
  • Exceptional communication skills, with the ability to translate complex technical concepts into clear, actionable messaging for diverse audiences.
  • Strong analytical skills, including the ability to gather feedback, interpret data, and measure outcomes.
  • Ability to conduct research and develop long-term strategic plans.

Desired Qualification

  • Expertise in Satellite Communications (SATCOM), Mobile Communication Vehicle (MCV), Radio Infrastructure and IT Continuity.
  • Ability to evaluate and make recommendations for adoption and implementation of new and innovative technologies.
  • Exceptional communication skills, with the ability to translate complex technical concepts into clear, actionable messaging for diverse audiences.
  • Strong analytical skills, including the ability to gather feedback, interpret data, and measure outcomes.
  • Certified Business Continuity Professional (CBCP) or Master Business Continuity Professional (MBCP) Certification.
  • Ability to conduct research and develop long-term strategic plans.

Working Conditions

  • This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate's contingency operations.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during government shutdowns, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • Ability to lift 25 pounds safely.
  • Ability to climb ladders.
  • Ability to work in confined spaces.
  • Requires valid driver's license.
  • Requires good driving record and ability to maintain a good driving record.
  • Ability to drive and operate a Mobile Communications Vehicle (Commercial Driver's License not required).

Security Clearance

  • This position requires that the applicant obtain and maintain a TS/SCI U.S. Government security clearance.
  • Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance.

Education

Bachelor's degree.

The Office of the Sergeant at Arms (SAA) is the largest in size of staff and budget in the Senate. It is responsible for all Senate computers and technology support services, recording and photographic services, printing and graphics services, and telecommunications services. The SAA also provides assistance to all Senate offices with their staffing, mailing, purchasing, and financial needs. The offices of the SAA that are responsible for providing these and other services include Capitol Facilities, the Operations Division, Customer Relations, Financial Operations, Human Resources, and Information Security. The SAA also shares responsibility for the U.S. Capitol Police, the Senate Page Program, the Senate Office of Training and Development, and the Capitol Telephone Exchange. The Sergeant at Arms is an excepted service agency. Employment with the Sergeant at Arms does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.
