Description

This role oversees one of Metro's Service Areas and is responsible for analyzing operational and performance data to improve the efficiency and effectiveness of transit service. It supports the planning and implementation of service adjustments, including temporary detours, stop relocations, and other operational changes. The position also leads clear, timely communication of service modifications to customers, stakeholders, and internal teams. Additional service planning responsibilities will expand as Metro continues preparing for the LA28 Olympic Games.

Examples of Duties

  • Conducts and manages complex planning, implementation, funding, and analytical projects and programs
  • May manage staff, consultants, and/or projects
  • Applies, develops, and evaluates analytical, quantitative, and statistical tools and their results
  • Participates in analyzing, developing, and recommending program guidelines, strategies, policies, and procedures
  • Negotiates and executes cooperative agreements and Memorandums of Understanding (MOUs) with various agencies
  • Develops and negotiates scopes of work, supports the solicitation process, and participates on negotiation teams with contractors/consultants
  • Manages vendor performance against agreed contracts to ensure completion of projects within scope, on-time, and within budget for the assigned business unit
  • Develops and monitors forecasts, impacts, and budgets for plans, programs and projects
  • Prepares comprehensive reports, correspondence, and presentations
  • Makes presentations to internal/external stakeholders
  • Participates on/with special task forces, committees, panels, transportation forums, and peer groups
  • Provides technical and policy guidance on Metro plans, programs, and projects
  • Evaluates the costs, benefits, and risks of alternative funding plans, programs, and projects
  • Communicates and implements safety rules, policies, and procedures in support of the agencys safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelors Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or a related field; Masters Degree in a related field preferred

Experience

  • Six years of relevant experience or three years of relevant supervisory-level experience in transportation planning, project management, urban design, transportation system design and research, travel simulation and demand modeling, transportation finance, operations planning, or other related area; some positions in this class may require specialized experience in area of assignment.

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.   • Experience analyzing large data sets used in conducting transit studies to enhance service efficiency and effectiveness
  • Experience planning, implementing, and monitoring a bus/rail service change program
  • Experience planning and optimizing bus routes to meet community needs, with a strong focus on equity principles, service standards & policies, preferably with transit network planning software to estimate service impacts and required resources
  • Experience preparing detailed, high-level performance reports or similar for internal and external stakeholders
  • Experience developing bus/rail interface plans and/or integrating the bus network with other modes of transportation such as transit on demand
  • Experience communicating service changes including updating transit maps to reflect new and/or updated routes, schedules, and connections

Medical/Dental/Vision Plan - Employee has the choice of 3 separate medical plans and 3 dental plans. A separate vision plan is included in each medical plan.

Group Life Insurance - PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

Accidental Death & Dismemberment Insurance - PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

Long-Term Disability Insurance - 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

Holidays - 12 days a year: New Years Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

Years of Service Annual Accrual

Hire date - 5 years 20 days

Pension Plan - PTSC retirement plan is the Public Employees Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
