THIS IS AN IN-PERSON WORK SCHEDULE POSITION.

POSITION SUMMARY:

Provide project management services to the University to develop and complete environmental permits and maintain compliance involving Title 5 air compliance, MS4 stormwater compliance, ecological, energy and campus engagement efforts as well as greenhouse gas emissions. Provide project development and management services to the URI Utilities Office on stormwater infrastructure and repairs, greenhouse gasses and other utilities as needed. Oversee and manage the University's Dig Safe response. Assist in maintaining GIS utility layers and the development of GIS tools for improved efficiency in environmental compliance processes.

Duties and Responsibilities

KEY DUTIES AND RESPONSIBILITIES:

Develop and complete environmental permits and ongoing reports (Air Emissions, Title V, URI Greenhouse Gas Inventory, URI Climate Action Plan, Fuel Tank Inspections, Water, Wastewater, Stormwater MS4, etc.). This work includes development of protocols and procedures to collect needed information and data from other departments and managing the data collection process.

Perform regulatory review and research to determine requirements and ensure continuing University compliance.

Develop and maintain facility plans/manuals (SPCC, Water Supply Management, Storm Water Management, Contingency, Emergency Action, etc.).

Create technical research and reports and update on a scheduled basis.

Maintain/attain Certification and training as required.

Assist with utility design, read, and understand blueprints and oversee construction to ensure construction meets design plans, specifications, and URI utility standards.

Collect GPS utility data, provide utility plans and edits to GIS staff and ensure utility GIS is accurate and current.

Ensure inclusion of ecological and watershed aspects of URI sustainability in areas such as stormwater management, ecological restoration and water use/conservation through project development, grant management, development of project-based partnerships, and campus engagement.

Manage URI's utility Dig Safe program including ticket management, utility marking and contractor management.

Develop opportunities for student and faculty direct involvement in environmental and stormwater projects while drawing on campus expertise.

Coordinate URI staff who oversee permitted activities to ensure permitting work is addressing the larger goals of sustainability at URI.

LICENSES, TOOLS AND EQUIPMENT:

Personal computers, printers; word processing, spreadsheet & database software. Microsoft Suite. MS4. Title V.

Required Qualifications

REQUIRED:

  1. Master's degree in environmental engineering, environmental science, environmental planning or related field with a minimum of two years of environmental project management and administration experience, OR a Bachelor's degree in environmental engineering, environmental science, environmental planning or related field with a minimum of five years environmental project management and administrative experience.

  2. Demonstrated knowledge and experience with compliance and permitting programs (i.e., MS4 stormwater and Title V air compliance programs, environmental law, environmental management, state/federal permitting programs).

  3. Demonstrated knowledge of the Rhode Island requirements for excavation near underground utility facilities.

  4. Demonstrated knowledge of the techniques for locating underground utilities.

  5. Demonstrated ability to develop requests for bids and proposals.

  6. Demonstrated ability to work with diverse groups/populations.

  7. Demonstrated ability to work collaboratively to implement plans and projects.

  8. Demonstrated ability to develop budgets and progress reports.

  9. Demonstrated time management and organizational skills.

  10. Demonstrated strong interpersonal and verbal communication skills.

  11. Demonstrated proficiency in written communication skills.

  12. Demonstrated ability to develop and analyze data.

  13. Demonstrated ability to write reports.

  14. Demonstrated ability to present technical information to a variety of audiences.

  15. Demonstrated ability to work with a variety people at multiple levels.

  16. Demonstrated computer skills (i.e., Microsoft Word, Excel, PowerPoint, and Access.)

Preferred Qualifications

PREFERRED:

  1. Demonstrated ability to write, secure and manage federal, state and local grants.

  2. Demonstrated experience using ArcGIS, digital cameras, imaging software and social media.
